 Implementation Status and Key Decisions
  The project development objective (PDO) of the Forest Carbon Partnership Facility (FCPF) Capacity Building Program on REDD+ for Civil Society
  and Local Communities in LAC project (P155978, TF0A2339) is to strengthen: (i) the knowledge of targeted civil society organizations and local
  communities of REDD+ Readiness at the national level, and (ii) related knowledge exchange at the regional level in Latin America and the
  Caribbean. The project has three components: 1. “National Capacity Building and Awareness Raising”; 2. “Regional Exchange and Sharing of
  Lessons Learned”, and 3. “Management, M&E and Reporting”. It is financed under the Forest Carbon Partnership Facility (FCPF) Capacity Building
  Program (CBP) in its 2nd phase, which was set up to ensure the active engagement and participation of REDD+ relevant stakeholders, including
  civil society organizations (CSOs) and local communities (LCs) from FCPF participating countries in the Latin America and the Caribbean (LAC).

  The two-year (2016-2018) phase of the project is financed by a Small Recipient Executed Trust Fund (SRETF) grant of US$399,480, and it was
  restructured to scale up the project’s impact in February 2019, to add $984,211 and to extend the closing date to June 30, 2020. The grant amount
  is now US$1,383, 691. The PDO was not changed and the results framework added a fifth indicator on: examples of the participation of direct
  project beneficiaries in national-level REDD+.

  The beneficiaries of this project under Component 2 are CSOs and Local Communities (LCs) in the 17 FCPF countries in LAC (Argentina, Belize,
  Chile, Colombia, Costa Rica, Dominican Republic, El Salvador, Guatemala, Guyana, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru,
  Suriname and Uruguay), which are eligible to participate in REDD+ related regional learning and exchange activities. Of the 17 countries, CSOs and
  LCs from 11 countries (Chile, Colombia, Costa Rica, Dominican Republic, El Salvador, Guatemala, Guyana, Honduras, Nicaragua, Suriname and

  Uruguay) are eligible to participate under Component 1 in national-level REDD+ capacity building activities through a competitive sub-project
  mechanism.

  The Project Implementation Unit, Asociación Coordinadora Indígena y Campesina de Agroforestería Comunitaria de Centro América (ACICAFOC)
  is based in San Jose, Costa Rica; operates at the regional level and will sign sub-contracts with Civil Society Organizations which will be selected
  from 11 countries on a competitive basis to implement 11 sub-projects. The subprojects will be like national workshop type of. See below an
  example of typical format in a subproject held in 2018:
           Colombia-Implementing Organization: JUVENTUD 500: Strengthening the political participation of women and youth of the community
            councils of Naya, Yurumanguí, Cajambre, Mayorquin, Raposo, Anchicayá and Calima in the context of the Development of the National
            REDD+ Strategy - ENREDD+". Results in 2018: An initial sensitization workshop was held to introduce the sub-project and the REDD+
            strategy. Three training workshops were held with youth leaders of the seven principal communities, and two meetings with
            representatives of community councils. Of the latter two meetings, one covered the impact of the project on participation in the
            development of the national REDD+ strategy and the other involved meeting and discussion with women leaders of the communities.
            Through these workshops and trainings, JUVENTUD 500 has reached 185 people (70 women and 115 men).

  Report on progress. Preparations to speed up disbursements included the update of the Operations Manual; the update of the Procurement Plan;
  the update of Sub-Project Guidelines; and the design of TOR and submission of No- Objection to continue implementation, and the hiring of key
  staff in the Project Implementation Unit.

  Under Component 1, sub-project agreements were signed during the 2016-2018 phase of the Project with five local implementing organizations as
  described below.
      1. Colombia - JUVENTUD 500: "Strengthening the political participation of women and youth of the community councils of Naya,
           Yurumanguí, Cajambre, Mayorquin, Raposo, Anchicayá and Calima in the context of the Development of the National REDD+ Strategy -
           ENREDD+".
      2. El Salvador - Implementing Organization: ACOPIDECHA: "Knowledge management and dissemination for replicating the REDD+ Strategy
           in Chalatenango: Working with Civil Society and the Beekeeping Sector”.
      3. Guatemala - Implementing Organization: ACOFOP: "Strengthening knowledge and skills of forest communities of Petén for participation in
           the development and implementation of the national REDD+ strategy for Guatemala".
      4. Honduras - Implementing Organization: FEHCAFOR: "Strengthening knowledge of leaders of civil society organizations, local
           communities and Afro-descendants on the preparation of the REDD+ strategy for Honduras".
      5. Dominican Republic - Implementing Organization: APROGLOBO: "Broadcasting knowledge and empowering communities and grassroots
           organizations to participate in the REDD+ strategy for the Dominican Republic".

  Proposals above mentioned are for national -and local- level capacity building activities and were competitively selected, with inputs from a
  Technical Advisory Committee (TAC) made up of CSO representative leaders with extensive knowledge and far-reaching credibility in the
  engagement of CSO in REDD+. Between June 2017 and April 2018, these organizations carried out 40 capacity building events (training and
  knowledge dissemination workshops, dialogue meetings and conferences) having 2,620 direct beneficiaries, of whom 956 were women, 1,664 were
  men, and 900 were youth. Similarly, 15 meetings and dialogues were held between CSO staffers and government representatives from different
  agencies and departments working on REDD+ in each of the countries mentioned above. Various knowledge products and communications
  materials have been developed and disseminated in connection with the implementation of the 40 capacity building events.

  A new set of sub-contracts are been assessed in 2019. Implementation schedule allowed time for the assessment of expressions of interest from
  September to December 2019 after a call for sub-projects was launched in August 2019. The minutes of approval of nine sub-projects that have
  been received, reviewed and approved by the technical advisory committee are available at the PIU (ACICAFOC). At least nine sub-project
  agreements (sub-contracts) will be signed in November and two in December 2019. Consequently, the first disbursement to these 9 sub-projects
  will start in December 2019. The process has followed an orderly and systematic process of convening, receiving proposals, and
  review/adjust/approve suggestions from the technical advisory committee. There will be a breakdown of total amounts financed with project
  resources and the counterpart contributions, all detailed in the approval act by December 2019.

  Under Component 2, three knowledge exchange workshops involving the sub-recipient organizations from Component 1 took place in Honduras
  and in Costa Rica during 2018, and in Panama in September 2019. The purpose of this targeted exchanges was to allow the participants to take
  stock of the experiences in the five countries that have been covered so far at national level, and to synthesize and disseminate their lessons in
  such a way as to set the stage for future exchanges. This would allow for the accumulation of a greater number of relevant experiences to share
  knowledge on REDD+ from LAC. An integrated report summarizing similar dialogues in Africa and Asia will be added to the report from LAC. A
  global report on lessons learned in the last decade from CSOs on REDD+ will be presented to the FCPF Participants Assembly of the FCPF in
  November 2019.

  The meetings and workshops have contributed to (i) disseminate REDD+ knowledge products available to CSOs and LCs and the knowledge
  products developed by the project; (ii) promote a discussion of the lessons, good practices, and recommendations of the communities that
  participated in capacity-building activities at the national level; (iii) provide the CSOs with the new advances in the various processes of climate
  change in the region and in the world; (iv) promote a discussion of traditional practices in climate change and REDD+ strategies; and v) provide
  attendees with an appreciation of how REDD+ processes are playing out on the ground, by allowing them to participate in field visits.

  On the Financial Management, all Interim Unaudited Financial Report (IFRs) have been submitted in full and accepted by the Bank, and the first
  external audit was submitted and approved. The Project has provided Civil Society Organizations (CSO) and Local Communities (LC) in Central
  and South America with tools that allow them to achieve fuller and more meaningful participation in programs for readiness and implementation of
  REDD+, and to have a greater impact on REDD+ related discussions and decision-making processes at multiple levels.

  Indicator 1. Regional knowledge exchange products disseminated in appropriate languages and accessible formats. Three regional
  south-south knowledge exchanges have been held in 2018: one in Costa Rica, with 26 CSO representatives from five countries; another one in
  Honduras and one in Panama to share experience on the development of REDD+ Strategies in Mesoamerican and South American countries
  and interacted with government officials on the construction and the socialization of the National REDD+ Strategy. Three additional regional
  events are expected between November 2019 and May 2020. The total number of six events is expected to be reached. ACICAFOC should
  organize at least three additional regional events and share lessons and knowledge from national events held in LAC countries. CSOs will be
  constantly encouraged to participate with government Focal Points in the design of REDD+ National Strategies/Emission Reductions Payment
  Agreements.

  Indicator 2. Meetings held between CSO networks, and between CSO networks and national REDD+ decision making entities. Three
  CSOs partnered with ACICAFOC to support the design of the National REDD+ Strategy in Colombia, Honduras and in El Salvador. These
  CSOs are “Juventud 500” in Colombia, ACOPIDECHA in El Salvador, and FEHCAFOR in Honduras. In Colombia, they contributed to the
  design of the “Estrategia Integral de Control a la Deforestación y Gestión de los Bosques” “EICDGB” (ENREDD+). In El Salvador
  ACOPIDECHA organized a Workshop with representatives of 41 CSOs and government institutions. The list of participants reported 104
  persons (28 women and 76 men). In Honduras, FEHCAFOR reported 12 meetings held in 2018 with government representatives and CSOs to
  support the design of the REDD+ National Strategy. The project is expected to leverage the organization of at least 10 additional meetings by
  December 2019 and additional 10 by June 2020. The goal of 30 is probably going to be overpassed. CSOs will be constantly encouraged to
  participate with government Focal Points in the design of REDD+ National Strategies/Emission Reductions Payment Agreements.

  Indicator 3. Direct project beneficiaries. During 2017-2018, a list of 2,620 direct beneficiaries was registered from the participants in 79
  activities organized by ACICAFOC in partnership with five CSOs (Juventud 500, ACOPIDECHA, ACOFOP, FEHCAFOR, and APROGLOBO).
  The list of direct beneficiaries was registered according to the attendance sheets contained in the reports of the workshops; talks; meetings
  and different training; advocacy, and socialization activities carried out within national and regional activities. It is forecasted that around
  additional 1,000 beneficiaries will be reached by December 2019, and around 1,500 additionally by the closing of the Project. Total
  beneficiaries will be more than the projected goal.

  Indicator 3.1. Female beneficiaries: Total beneficiaries were 2,620; 36.5% woman (956) and 63.5% (1,664) men. It seems challenging to
  reach the goal of 50% in this indicator. Women participation in rural areas is still lagging men participation in rural activities including forestry
  and REDD+ The project is doing everything possible to encourage women participation, including: enforcing gender balance through several
  instruments such as: the Operations Manual; the sub-project Guidelines, the organization of local, regional, national and international events;
  sharing study reports (i.e., Costa Rica and Mexico) and through permanent formal and informal communications with the intermediary
  organization (ACICAFOC), the Bank staff, the TT and all stakeholders. the PIU's forecast is this indicator will grow in about 5 points by
  December 2019, and 5 by the end of the project. CSOs and Local communities will be constantly encouraged to enforce gender balance in all
  activities including the design of REDD+ National Strategies/Emission Reductions Payment Agreements.

  Indicator 4. Examples of participation of direct project beneficiaries in national REDD+ processes and structures. Juventud 500
  (Colombia) participated in 2017-2018 in at least three meetings with the Colombian government in the Construction of the Comprehensive
  Strategy for Control of Deforestation and Forest Management -EICDGB- (political advocacy before governmental and non-governmental
  organizations). ACOFOP (Guatemala) participated, in 2017, in at least 8 national advocacy activities in the development of the National
  REDD+ Strategy. FEHCAFOR (Honduras), completed a national workshop in Tegucigalpa, Honduras, where 79 people participated (29
  women and 50 men) with the objective of sharing and delivering a proposal from the perspective of civil society organizations, local
  communities and Afro- descendant peoples as input to the construction of the REDD+ strategy in Honduras. 12 activities were registered and
  the remaining six to reach the indicator should be verified by February 2020. CSOs will be constantly encouraged to participate with
  government Focal Points in the design of REDD+ National Strategies/Emission Reductions Payment Agreements.
