It was designed taking into consideration local conditions (incl. narrow streets), was approved by NEDA Board on May 29, 2014 and was recently reviewed by NEDA ICC in 2017 as part of DOTr's request for additional budget for the right of way since the new national law on right of way acquisition now required the use of market price. The project is in its fourth year of implementation and is still suffering from significant delays. Before January, the main concern was the lack of decision and significant delays in the procurement of key consultants that were expected to help complete the design of the BRT system and strengthen DOTr capacity to successfully implement the project. The Technical Support Consultant (to help on project management and operational issues), Social Management Consultants (to prepare social management plan for existing operators/drivers) and PPP transaction adviser (to help determine the appropriate institutional arrangement and help mobilize the firm(s) that will manage/maintain the BRT system, and provide the bus services) are still not mobilized. As a result, the procurement of civil works cannot start and this is delaying the start of the BRT operations. Since January 2018, the project has been put on hold by DOTr following concerns about its viability given narrow street and increased congestion in Cebu. A technical review is currently being undertaken by DOTr and a decision by the Government on the project is expected by end-June 2018. The project continues to benefit from strong support at city level. Another concern is the significant reduction of the staff of the Project Implementation Unit (PIU) based in Cebu. The contracts of 13 out of the 21 staff of the PIU in Cebu were not renewed in March 2018 and the contract of the remaining 8 staff will expire on June 30, 2018. The Bank recommended extending the contract of existing staff at least until September 2018 to ensure continuity in case Government decides to move forward with the project or undertake closing out activities if the Government decides otherwise. The May 15-23 joint Bank-AFD mission concluded that the project as designed is technically viable and that moving forward will allow to optimize the project design. BRT projects have been successfully operated on existing narrow roads and there are technical solutions that have addressed the concerns expressed about the project. The consultants to be hired are expected to help address these concerns. The implementation of the BRT will provide support to improving traffic management and organization of public transportation in Cebu, while providing a reliable and comfortable public transportation mode to Cebu residents within a couple of years. The DOTr Secretary offered to visit Cebu around June 7, 2018 and discuss the technical concerns raised as part of the review of the project. The Bank team is planning for this visit and will respect Government decision about the project.
