After the effective signing of the grant, the short term priority was to effect payments for the Independent Administrator who had prepared the 2015 EITI report as well as prepare disbursements to pay for the dissemination exercise that include printing of the reports and workshops facilities. The role of civil society has been important in making sure that information there is demand for is being published, but more can be done in making use of the information to push for improved sector governance. It is important that civil society continues to use the EITI as a platform to raise their concerns regarding how the sector is managed. This could be done by raising issues through the civil society representatives on the multi-stakeholder group (Zambia EITI Council) and other advocacy channels. This means that opportunities for improvement related both to what extractive sector data have been made available, as well as to how stakeholders including civil society are engaged in making this information available through the EITI, are likely to be raised. It is essential that civil society players involved in the EITI and beyond make use of the process to make sure that the EITI can better contribute to address what they see as key challenges in the oil, gas and mining sectors. This can be done by scrutinising the findings from the Validation report and ensuring that the government and the multi-stakeholder group implement the potential corrective actions. This has contributed to raising awareness about mining activities and contribution in affected areas, identifying gaps and opportunities for strengthening monitoring of production, and to improve the understanding of the revenues generated from oil, gas and mining activities. The EITI reporting will also cover areas on Beneficial Ownership and Project reporting being effected in the EITI reports. Civil society in Zambia 7/13/2017 Page 4 of 6 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report EITI Post Compliance Implementation Support III (P159717) has been important in putting beneficial ownership transparency on the government’s agenda, and by participating in the beneficial ownership pilot Zambia has shown leadership when it comes to disclosing beneficial ownership in the region. It will now be important that civil society focusses on supporting the actual implementation of beneficial ownership disclosure, which might require legal and regulatory reform, decisions related to reporting scope and thresholds, designing and setting up a beneficial ownership registry and ensuring that the reported information is accurate. Civil society can help raise awareness of the importance of beneficial ownership disclosure in the oil, gas and mining sector by pointing out how it can prevent corruption and tax avoidance, and making sure that the disclosed data is scrutinised and analysed. Zambia EITI has produced a beneficial ownership roadmap outlining the plans for how to implement beneficial ownership disclosure by January 2020, and is currently completing a legal review to understand where there are gaps in the existing framework as well as opportunities for reform. These are good starting points for civil society to monitor and push for meaningful implementation which can lead to improved extractive sector governance.
