Due to the limited capacity of the beneficiary groups, much of the first three years was devoted to mobilization and capacity building of the beneficiaries in order to develop livelihoods sub-projects. In addition, the general election in November 2015 affected the sub-projects approval process. Despite these challenges, the Project has been able to mobilize and assist the communities to submit 58 sub-project applications, 17 of which for around 400 beneficiaries in the amount of US$1.64 million have been successfully approved by the Project Steering Committee (PSC). BEST partnered with a local NGO and utilized their Monitoring and Evaluation expert to conduct the training. A training manual has been prepared and 7 regional workshops were conducted for the various geographical areas. A training program in business management and organizational development was delivered and participated by 928 people. Also technical assistance was provided by a local NGO to San Miguel Village in developing by-laws for the group and record-keeping. The Natural Resource Awareness for sustainable vigilance of their natural resources continues for each geographic area with the articulated TOR. Component 2: Non-timber forest products (NTFPs) and related Sub-projects To date, 45 sub-project applications have been submitted by the communities in forested areas, 12 of which have been successfully approved by the PSC. Previously there were 5 NTFP sub-projects under implementation. Since March 2015, additional 7 sub-projects have been approved and developed or are developing detailed business plans including an economic analysis to verify the financial sustainability. Component 3: Marine-based and Coastal Sub-projects To date, 13 applications have been submitted by groups from 3 target coastal areas, of which 3 were amalgamated, resulting in 10 proposals. One sub-project was already under implementation. Four new proposals have been approved for financing during this period: Component 4: Community-led monitoring and knowledge dissemination A Monitoring and Evaluation (M&E) Training Manual has been developed, and seven M&E training workshops for the Community Coordinators and groups have been conducted for all eight target areas.
