The overall disbursement rate has advanced to about 10.8% (US$24.56 million), and is expected to improve further by the Page 1 of 7 The World Bank Report No: ISR7376 end of 2012, due to the commencement of the recently a major civil works contract about to be signed in Ghana. Although the project is increasingly recognized and used as a platform for regional dialogue, information sharing and debate forum on trade and transport facilitation on the Abidjan ­ Lagos Corridor, the implementation of the trade facilitation component supported by the project, including reforms in customs and ports has been slow. However, significant Public Disclosure Copy improvements are unlikely to be expected in the near future due to the complexity of such reforms and the long time needed to produce the expected impact. The most important activities supported under the project include: (i) the start-up of policy and technical dialogue between Ghanaian and Ivorian customs regarding interconnectivity/data sharing at the Elubo-Noe border crossing on the corridor; (ii) the preparation of action plans, with clear activities and mandates, by the National Facilitation Committees in all member countries, including improved cooperation among themselves and with the Abidjan-Lagos Corridor Organization (ALCO) in the monitoring of the corridor performance; a particular emphasis is being given to the enforcement and awareness activities aimed at reducing the unofficial check points/road blocks; and (iii) organization by ALCO of a regional workshop aimed at sharing the first year's project performance indicators results, and discuss potential measures for improvement.
