Activities listed in the next steps table of the aide memoire are on track, except for cost share contracts for the ice plants and the transfer of assets to Fisheries Authorities (FAs) -- both ongoing but with slight delays. The draft of the new fisheries law will not be submitted to Cabinet pending outcome from the National Dialogue Conference (NDC) as it Page 1 of 10 The World Bank Report No: ISR12765 will have implications on the structure and function of the stakeholders in the fisheries sector. The last pending civil works contract on rehabilitation of Al-Khawbah fisheries port is now completed. While the last payment certificates are currently being finalized, it is expected that approximately 99% of IDA funds will be disbursed. The project is completed successfully and has satisfactorily delivered on all components. While the project faced challenges in making considerable progress on the governance Public Disclosure Copy aspects, it did however implement certain key steps relating to restructuring of the sector. In order for the FAs to function independently and smoothly with other stakeholders (FCs), clarity will need to come from NDC on the jurisdictions and functions between federal and state entities, which will have implications on the FAs and Page 4 of 10 their mandates.
