The works contract under this component has been signed, though its implementation is still on hold, as a project to widen the road along which the pipes were to be laid was announced. As a result, ONAS submitted a revised layout for final approval by the Ministry of Equipment, which was expected in July 2013 but is still pending. The technical assistance for the supervision of these works has been selected and the contract is now pending signature. Under component 2 (PEHD pipes and civil works), the main goods and works contracts are still at the evaluation stage. The bidding documents for the purchase of equipment and connection to electrical and water supply will be prepared as soon as soon as designs are finalized and works start. Nonetheless, the following processes have to be completed before works can start: - ONAS needs to take possession of the land destined for the irrigation basin and pumping station. Though the expropriation decree was published on October 10, 2012, the legal process has experienced additional delay due to the recess of the judicial staff, which span from July 15 until September 15. A final decision is now expected October 8, 2013; - The technical assistance for the supervision of the works needs to be mobilized. This selection process is experiencing significant delays due to slow procurement resulting from the unnecessary duplication of clearance procedures. The mission has called on Government support to clarify and streamline procurement procedures. Component 3 (submarine outfall) remains the critical path of the Project. The mission commended ONAS for quickly selecting and mobilizing the technical assistance in charge of the review of the design of the submarine outfall, which is now under way. In addition, ONAS is now accelerating the preparation of the pre-qualification and bidding documents for the works and technical assistance contracts. It has sent the request for proposal to shortlisted firms, for the establishment of the monitoring system in the sea shore portion of the project area - in accordance with the Environmental Management Plan (EMP).
