Water provided from Gelinkaya and Porsuk springs is pressurized in Porsuk pump station and forwarded to Hacazizler storage tank, and it is forwarded from Hacazizler storage tank to Özbek storage tanks that work parallel with the volume of 5.000 and 15.000 m 3 . Additionally water from Aksu spring also flows to 5.000 m 3 volume Özbek storage tank. Main supply of the city is taken from Özbek storage tanks, and the line feeding the city network is steel pipe line with Ĝ1000 mm diameter. Water distribution is made from the storage tanks to the below consumers: · At the exit of Özbek storage tank, drinking water is distributed to 30 A ustos, M. Akif Ersoy, Bahçelievler, stiklal, Fuatpa a, Lala Hüseyin Pa a, Ziraat, Cedid, Cemalettin, Pirler, Fatih, Yldrm Beyazt, Vefa, Gaybiefendi, Cumhuriyet and Osmangazi districts. · Water need of new planning area is met by a branchement taken from the pipeline between Hacazizler storage tank and Özbek storage tank. · Supply of the other parts of the city is provided with the help of different storage tanks from Aksu and Kundukviran springs. (See Drawing 1.1) Within the scope of Kütahya Municipality Drinking Water Rehabilitation project, 1) One armoured concrete water storage tank having 10.000 m 3 capacity shall be constructed. 2) In order for new storage tank having the 10.000 m 3 capacity to be fed from Hacazizler storage tank, a pipeline having Ĝ600 mm diameter and 2.379 m length, made of HDPE pipe shall be laid out. 3) Branchement between Hacazizler and Özbek storage tank shall be cancelled, water supply of new planning area shall be made from new storage tank having 10.000m 3 capacity. 4) No.1 network pressure area main pipeline at the exit of Özbek water storage tank shall be renewed: During renewal, the lines shall be divided into 2 groups. The groups shall be configured independent from each other as no. 1 network and no. 1 network pressure area . During the configuration, old lines shall become dull and main line construction of no.1 network pressure area shall be realized. Consequently, lines consisting of single network shall be divided into 2 network. Table 1.1 Consumption distribution on the basis of consumer type in 2004 (*) Consumer Type Percentage in Total Consumption Residential consumption 85,6 % Official Institution 0,5 % Trading house 7,9 % Construction site 1,4 % Other 4,6 % When the consumption distribution is examined on the table above, it is seen that the highest share is taken by residential consumption with 85,6 %, and trading houses follow it with 7,9 %. Therefore, it is important to remove the leakage in residence connections. Loss of 72% on drinking water lines has been calculated as follows: Average water consumption per person between 2001-2004 is ˜ 107 lt/person/day . ( 1 ) Population value of 2004 is 182.846 . ( 2 ) Total water consumption of 2004 is 7.149.223 m 3 /year . Removing such loss called physical loss is the main purpose of this project. ( 1 ) Figures and the values in the tables have been taken from Feasibility report prepared by Cities Bank for Kütahya Municipality. (Kütahya Municipality Final Feasibility Report [Rev.2]/September2005/BÇE/gde ( 2 ) In the feasibility report dated September 2005, it has been determined by accepting that there is a lineer change between the result of population census of 2000 and approximate population values of 2005. (Kütahya Municipality Final Feasibility Report [Rev.2]/September2005/BÇE/gde Page 7 ENVIRONMENTAL MANAGEMENT PLAN _ Kütahya Municipality Drinking Water Rehabilitation Project 6 1.3 Benefits of the Project: 1) It will prevent the unnecessary spending of water sources, 2) It will reduce the energy spent for pumping unnecessarily much water, 3) It will increase the quality of service presented to the consumers. 1.4 Features of the Project Area: Kütahya city is in Central West Anatolia border of Aegean Region. The point of project is a transition point between Aegean, Marmara and Central Anatolia. Climate: The climate of Kütahya city is continental climate. The highest temperature recoreded is 38,6 o C. Average temperature is 10,5 o C. Dominant wind direction is North. Agriculture: There is no agricultural land on the area where the project activities will be executed. Flora and Fauna: 285 endemic types of 40 families belonging to the flora exist in Kütahya city. Fauna found in the city is common in Turkey. As the project will be applied in the city, it will not be effective on flora and fauna. Geology: Ground of the city is formed of limestone and formations with limestone, stream and flood sediments. On south and west, there are formations formed by sequential arranging of marly, sandy and semi-crystallized limestone and tufa. Plain parts of the city are formed of alluvium composed of stream and flood sediments. Ground of residential area is covered by flood sediments mixed with detritus, and the wide plains on the north are covered by stream sediments. Earthquake status: Project area takes place in 2nd degree earthquake area in earthquake regions map of Turkey. There are two important fault line in the city. First one is Kütahya Side Fault that runs along Kütahya Plain and direction of which is east-west. Second important fault is in Kundukviran part and its direction is southwest-northeast, and it crosses Kütahya Side Fault. Cultural and Natural Properties: There are structures left from archaic times and Kütahya Castle and many mosques and madrasahs in the city. Kütahya houses belonging to 18th century are among the important cultural properties. Frig valley in the border of the city is an important natural beauty. There are not historical or cultural areas at the place where the project will be applied that can be effected from the project. 1.5 Socio-Economic Status of the City: According to population census of 2000, the population of the city is 168.045. Porcelain, tile and ceramic production is made in the city. In “Research of Socio-economic Development Gradation of Cities and Regions” prepared by SPO, it is in the category of the third-degree developed cities. It is in the group of cities that have developed at middle level that have high development potential, where agriculture sector is given priority in economic activities, where industrial organizations that generally make production on the scale of city and region exist, where small-sized and medium-sized facilities are commonly exist and where the socio-economic indicator values are close to the country average. The cities in this group show a rapid development in industrialization process. The share of Kütahya city in the country population in 1927 was 2,2%, and it decreased to approximately 1% in 2000. T his shows that the population increase rate of Kütahya city is lower than the country average. 1.7.2 Population Projections of the City ( 4 ) The results of population projections prepared by different methods based on the population and demographic analyses made in the districts are shown in Table 1.5. While the future populations of the locations were calculated, 1,095% that is 1990-2000 rural increase coefficient of SS center district was used. The reason of artificial increase is Dumlupnar University’s starting its operation and the student population’s increasing the population of the city. Projection methods that evaluate this period as point reflect the artificial increase, and therefore give high and deceptive results. The projection method that has been cleared of the said artificial formation as much as possible is regression method that evaluated the period of 1970-2000 as 5- year segments separately. With the acceptance of the population values calculated by 2nd degree regression method (See ANNEX-3) in population projections, the estimation that the population will be 286.068 persons in the center district at the end of next 35 years, and that the population of the project area will reach to 297.279 persons with the population addition of immediate surrounding locations that is 11.200 persons has been accepted. INSTITUTIONAL ARRANGEMENTS This section gives information about how and who will use the environmental monitoring data that w ill be implemented for PROJECT’s having a healthy environment performance. 4.1 Construction Stage As the owner of PROJECT, Kütahya Municipality (MUNICIPALITY) is the party that is responsible for minimizing or eliminating the possible environmental effects depending on the PROJECT at construction and operation periods. In this context, the MUNICIPALITY shall have Environmental Management Plan included in tender documents befor e the tender that will be made n order to determine the CONTRACTOR for construction stage. Consequently, the CONTRACTOR shall know his duties at construction stage in order to guarantee the environment performance of the PROJECT before submitting proposal to the tender and shall prepare the proposal price considering these matters. Therefore, the environment performance of the PROJECT shall not be endangered with a claim of being unaware of ENVIRONMENT MANAGEMENT PLAN after the tender. The CONTRACTOR shall perform the activities below in order to provide a healthy environment performance: · Assigning an Environment Responsible for implementing and monitoring the Environmental Management Plan; · Training the personnel who will work in the construction activities in order to raise the environment awareness and give provide information about the requirements of the Environmental Management Plan; · Reducing the emission and noise related to construction equipment, preserving the water sources, fulfilling the Environmental Management Plan requirements in subjects such as waste management During the construction activities; a public relations mechanism shall be established in order to record and answer the possible complaints from Kütahya Municipality (MUNICIPALITY) and CSO and official institutions in the city. This mechanism shall deal with the subjects below: · Communicating the developments related to the PROJECT to the public; · Accepting and recording the complaints; · Dealing with the complaints in a fast and efficient way and answering them. The CONTRACTOR that will execute the environmental monitoring work according to the matters stated in Environmental Management Plan during the construction work shall present the findings to Kütahya Municipality (MUNICIPALITY) with monthly environmental monitoring reports . The CONTRACTOR has to work with the companies (Independent Monitoring Company – BF) granted Laboratory Certificate of Proficiency or Laboratory Certificate of Preliminary Proficiency by Republic of Turkey Ministry of the Environment and Forestry in the environmental monitoring work. The MUNICIPALITY shall evaluate the monitoring reports presented by the CONTRACTOR in accordance with the relevant environment legislation and shall inform B . Besides, the MUNICIPALITY shall have copies of the said environmental monitoring reports kept both ib the MUNICIPALITY and the construction site office of the CONTRACTOR in order to present them to the authorities in the possible checks made by Ankara Provincial Directorate of Environment and Forestry. In case of an inconveniance determined by Provincial Directorate of Environment and Forestry and CB authorities, the CONTRACTOR shall implement corrective activities and notify the situation to the MUNICIPALITY with a letter. ( 7 ) The MUNICIPALITY may contribute to the application of Environmental Management Plan by providing the effective environment legislation documents in Turkey to the CONTRACTOR. ( 8 ) In accordance with the rules of general application in public investments, the relations with media are in the responsibility of the owner of the PROJECT (MUNICIPALITY). Therefore, the CONTRACTOR can not make a direct contact with the media without the content of the MUNICIPALITY. 4.1.1 Training In order to guarantee the general environment performance of the PROJECT, the most important subject is a continuous training programme for raising the environment awareness of the personnel. Environment training programme shall be organized so that the matters below will be realized: · Fully understanding the environmental requirements of the PROJECT and how they will be applied in the field by the personnel (for example, what kinds of environmental effects are expected and what kinds of effect-reducing measures are suggested; where these measures are necessary and how can they be applied); · Full understanding the procedure that should be followed in case of inconveniance; · Understanding the reporting requirements and the rules; · Informing the official institutions about the environmental dimension of the PROJECT; · Understanding how the public visitng the field and media members will be treated; · Learning how the unexpected environment accidents will be intervened. The CONTRACTOR is liable to keep the records of the environment training of the personnel. The efficiency and the sufficiency of the training should be tested by the internal inspections. The CONTRACTOR also has to ensure that the personnel of the subcontractor company receives environment training and consider this matter in the agreement made with the relevant subcontractor company. Therefore, the CONTRACTOR can not make a direct contact with the media without the content of the MUNICIPALITY. If the CONTRACTOR is given a such poer, a procedure for media relations should be prepared and implemented. 4.1.2.2 Handling with the Complaints The CONTRACTOR shall prepare a complaint procedure. This procedure shall be prepared in order to direct the possible complaints or suggestions directly to the relevant personnel (Public Relations Responsible- PRR). The CONTRACTOR is liable to give the construction site and/or office telephone numbers, electronic or normail mail address of PRR to the relevant groups (local public and CSO ) in order to accept and record the complaints related to the construction activities. Each complaint shall be recorded in accordance with the relevant procedure and shall be notified to the relevant technical staff in the construction site by PRR in order to take the necessary measures and corrective activities. The person making the complaint shall be informed when the necessary measures are taken and the environmental problem is removed. All of this work shall be recorded by PRR. 4.2 Operation Stage Within the scope of the PROJECT, the personnel of the Municipality should be trained for the operation stage of the PROJECT concerning the requirements of the Environmental Management Plan. At the operation stage, both for the system’s operating in a good way and for controlling the environment performance of the PROJECT regularly, the MUNICIPALITY should make an operation team in the institutional structure. A person among the operation team shall be assigned by the MUNICIPALITY in order to follow the environmental matters about the operation stage. For complaints and suggestions of the people about the drinking water that shall be supplied to the people residing in the city center during the operation stage of the PROJECT, the MUNICIPALITY should establish a public relations mechanism and the public relations process should be followed. If the said operation activity is given out by contract to a private company, these arrangements shall be requested from the company in accordance with an agreement made between the company and the MUNICIPALITY. Page 35 ENVIRONMENTAL MANAGEMENT PLAN _ Kütahya Municipality Drinking Water Rehabilitation Project 34 In his speech, he shortly explained the scope of the project, purpose of the project, loan conditions of World Bank that is the funding of Kütahya Municipality for this project. Project consultant Ms.Tülay Köksal informed the participants about the necessity of Environmental m anagement plan, current state of drinking water lines in Kütahya, improvement plan related to the project, monitoring and measurement plan related to the project. The questions of the participants were answered at the end of the meeting. The questions and answers are below: Question #1 : What is the starting and ending date of the project? Answer #1 : Starting date of the Project is June-2007, and ending date of the project is October-2008. Question#2 : What is the amount of loan received from World Bank for rehabilitation project? Will this loan be reflected on the public, for example will it be added to the water invoice? Answer #2 : The amount of the loan received from World Bank through Cities Bank by the Municipality for this work is approximately 5 million Euro. The payment shall be made from the budget of the Municipality, and there shall be no increase in the water invoices of the people. Question #3 : Will the asphalt covering removed on the roads during the pipe installation be laid immediately in order not to aggrieve the people? Or, when will the roads be coated by asphalt? Who is the responsible institution for this work? Answer #3 : It is the responsibility of the municipality to coat the roads by asphalt. At the end of the work, the excavated parts shall be filled with sand and gravels and pressurized. If there is a infrastructure work planned recently on the road where drinking water work is made (canalization, electricity, natural gas, telephone etc.), the part excavated for drinking water shall be coated by patch asphalt. After all recent infrastructure work is completed in contact with the other institutions and establishments, the whole road shall be coated by the teams of our Municipality. Question #4 : What kind of an application shall be made for entrance and exit of the people to/from the buildings or shops? How shall the security of the people be provided? Answer #4 : Portable and steel construction bridges with barriers shall be used at proper places. Question #5 : You have said that the consumer lines shall be renewed within the scope of the Project, will the charge of the renewed line belonging to the consumer be received from the consumer? Answer #5 : All expenses within the scope of the Project shall be met by the loan received from World Bank. No money shall be demanded from the consumers in any way. Kütahya Municipality has not made such a demand in its previous works. 5.7 Decisions Made at the End of the Meeting: The participants called for the meeting were informed about the necesity, application and effects of the project.
