The first phase APL will contribute to this overall program objective through: (a) enhancing NIA's financialviability, and its institutional capacity to support improvements in irrigation service delivery; (b) transferring increased operation and maintenance (O&M) responsibilities for 58 National Irrigation Systems (NISs) to capable Irrigators' Associations (IAs); and (c) increasing irrigation efficiency and promote reliable access to water among farmers in the selected 58 NISs. The achievement of PDO indicators also continues to improve and is reflected in the increase in area provided with irrigation services, improved cropping intensity, and strong IA performance. Good progress is likewise noted towards the completion of project activities except for some challenges in the civil works implementation. Compliance to safeguards and fiduciary policies and guidelines also continue to be generally satisfactory. To date the project has accomplished the following: 1 . Completed the implementation of NIA’s Rationalization Plan. 2 . Harmonized the various irrigation management transfer (IMT) schemes of the government and development partners (World Bank, ADB, JICA, etc.) into one program and prepared common implementing procedures for all stakeholders to adopt. 3 . Strengthened the capacity of irrigators' associations (IAs) and improved opportunities for them to enter into operation and maintenance contract agreements (all IAs have contracts in place). 4 . Completed the Irrigation Sector Ten-Year Strategic Development Plan (road map) which is now the basis of NIA’s priority investment program (basis of investments from the government, China, ADB, etc.). 5 . Completed the repair/rehabilitation of civil works in 54 of 58 NIS. 6 . Addressed the post-disaster needs in four Core B systems by providing additional funds for rehabilitation works.
