Respectively, 96.5km, 75.3km and 60km of pipes have been installed by the Implementing Agencies in the irrigation perimeters of Tadla (mainly in the Ittihad and Omrania areas); of Doukkala (S6 and Ouest1 areas) and of Haouz (mainly in Nfis area). These length represents respectively 64%, 38% and 25% of the total pipe length funded under the Project. Page 1 of 5 The World Bank Report No: ISR10045 In parallel, works are ongoing in the three irrigation perimeters for installation of filtration/decantation facilities and irrigation outlets construction and equipment. Remaining works to be started in 2013 include: Annour area in Tadla; North area and the S6 pumping station in Doukkala; and Ouled Gaid area in Haouz. The technical assistance contracts for implementation support are now in place for all three Implementing Agencies. They are providing valuable assistance to ensure quality and timely implementation of the works. Public Disclosure Copy The Implementing Agency in Haouz still has to face a challenging situation due to accumulated delays in completion of detailed studies, in procurement and in land acquisition, which translates into a slower pace of works. The main activity under component 2 consists on technical assistance to help the implementation agencies support farmers for access to new technologies, markets and financing. Except Tadla where the TA started in May 2012, the TA has not yet started in Doukkala and Haouz because of long delays in procurement procedure. This delay could lead to a critical situation where the public networks for water distribution are completed (first areas expected to be completed in end 2013) while on-farm irrigation systems are not yet implemented and farmers are not yet ready for conversion to drip irrigation. Under component 3 (support to implementation agencies), the main activities undertaken concern: training, preparation of baselines for the Environmental Management Plans and technical assistance for the Project Implementation Units (FAO contract). As of November 15, 2012, commitments reached MAD 524.6 million i.e 52% of the total project amount. Payments of companies by Implementing Agencies reached MAD 169.7 million i.e 32% of commitments, while disbursements under the Loan remain at a mere MAD78.8 million i.e 14% of the loan amount. The mission stressed the urgent need to bring the percentage of disbursement closer to the percentage of payments by Implementing Agencies by resolving identified bottlenecks. The mission stressed the urgent need for each Implementing Agencies to resolve identified bottlenecks in order to bring the percentage of disbursement closer to the percentage of payments. The Implementing Agencies should make an utmost priority to start the technical assistance under component 2, which consist in providing adapted and personalized extension services to farmers, in accompanying them preparing their conversion to drip irrigation and in helping them adapting their agricultural practices and transition to high-value crops. The mission recognizes that this is the most difficult component of the project, but stressed that it is the key to ensure the sustainability of the investments funded under the project. It should be the number one priority of each Implementing Agency to mobilize TAs and sustain a high pace of consultations with farmers on this topic, starting with areas where infrastructure will be operational first.
