The related professional development activities for teachers and principals are planned to take place from August to December 2019. Challenges remain substantial, however, as identified during the 4th Implementation Support Mission in May 2019, specifically: (i) technical risks identified during program appraisal have not been mitigated; (ii) low implementation capacity and constrained resources at the MOET, its program management unit (PMU) and the Lead Teacher Training Universities (LTTUs); and (iii) institutional implementation arrangements not fully operational. As a result, six (06) key, immediate time-bound actions were agreed with the Ministry[DNM1] [HMB2] , centering around securing adequate resources and autonomy for the LTTUs to develop a sustainable school- based continuous professional development program for school teachers and principals; effective delegation and assignment for the PMU and MOET Functional Departments; and proposed personnel restructuring to improve the PMU capacity. Urgent tasks relating to the development of a Learning Management System/ Teacher Education Management Information System and selection of core teachers/ principal advisors were also identified. 14 additional actions, including the recruitment of the Independent Verification Agency, were agreed to be met by the Mid-Term Review (MTR) scheduled for November 2019. It was agreed that depending on the achievement of the agreed actions, relevant restructuring options will be considered during the MTR mission.
