For example, a projects operation manual and a Grievance Redress Mechanism (GRM) have been developed by the government and validated by the World Bank. Component 1: Improving the Institutional and Organizational Framework of the NSS 2/13/2020 Page 1 of 8 The World Bank Implementation Status & Results Report CG-Statistics Capacity Building Project (P133731) INS-CASP complex construction : The Government has obtained a site for constructing the INS-CASP building complex. The PIU has hired social and environmental safeguard specialists and an infrastructure engineer to support the construction activities and comply with risks in environment and social safeguards. The firm responsible for drawing up the specifications, architectural studies and supervision of the construction works of the INS-CASP complex has been recruited and draft architectural plans have been submitted to the INS and CASP for validation and comments. The project is helping improve the National Statistical System (NSS) functions. After a series of evaluations on the NSS’s institutional, organizational and functional capacity, fourteen procedural manuals on data production and dissemination standards have been developed and validated by the different NSS members including education, health and gender ministries. Three workshops were organized by the INS staff to train representative of sectoral ministries at department level where 123 NSS staff have been trained. Two consultants are being recruited to support the reform and modernization of training of the national statistical school, Centre d’Application de la Statistique, (CASP). The project has also continued supporting 25 students to study statistics in regional statistical schools: fifteen are in Yaoundé’s Institut Sous-régional de Statistique et d’Economie Appliquée (ISSEA); three in Yaoundé’s Institut de Formation et De Recherche Démographique (IFORD); four in Abidjan’s Ecole Nationale Supérieure de Statistique et d’Economie Appliquée (ENSEA); two in Dakar’s Ecole Nationale de la Statistique et de l’Analyse Economique (ENSAE); and one student is at the Ecole Polytechnique Houphouet Boigny. Given that the project’s closing date is in April 2021, the project can no longer finance long-term training and can only finance short-term qualifying trainings for INS staff. The INS is currently preparing the training plan to be supported bunder the project. Upon the Government’s request, the project has agreed to finance 17 new scholarships for Congolese students who passed the 2019 statistics exams. Once the project closes, the Government has committed to support the scholarships for the remaining years of their trainings in the regional schools. The project has also supported statistics related trainings to INS and NSS staff. 66 INS staff have been trained respectively. 28 on the use and maintenance of Phoenix-UEMOA software to compute price index; 18 on the methodology to calculate business-cycle indicators; and20 NSS staff were trained by IMF and AFRITAC experts on economic conditions analysis and natural resources governance. Component 2: Improving the Production, Dissemination and Use of Statistics 5th Population and Housing Census: Preparatory activities of the 5th Population and Housing Census are ongoing. The project supported the evaluation of the pilot census with the support of three UNFPA recruited international consultants. The evaluation focused on: the benefits and constraints of census digitization; and the quality assurance of the overall process of the project. The project has signed a memorandum of understanding with UNFPA to deliver technical assurance, recruit a permanent technical advisor and specific technical assistances during the census implementation. 300 enumerators are on process of being recruited and trained for the census cartography. The training will be launched by January 2020. To benefit from African experience in conducting digitalized census’s, the census office team is preparing a technical mission to Burkina Faso which recently completed its population census using CAPI technology. Enterprise Census: The project supported the training of enumerators throughout the country. Data collection is planned to be implemented in two phases. The first phase, identification of enterprises, has already been completed in August 2019. The team is currently cleaning the data of the first phase and producing maps of enumeration areas for the main data collection. The latter is scheduled to start in February 2020. Agricultural Survey: A Memorandum of Understanding was signed by the Ministry of Agriculture and Food and Agriculture Organization (FAO) to implement the agriculture census with financing support from the Agricultural Development Project (Projet d'Appui au Développement de l’Agriculture Commerciale (PDAC)). Household survey: This activity will use the sampling frame from the ongoing population census. To be ready to launch data collection as soon as the census cartography is completed, the project is supporting the household survey preparatory work. The methodology and questionnaires have been validated in November 2019 with Afristat’s technical support. The survey team is also preparing a mission to Burkina Faso to learn from their recent experience of conducting harmonized LSMS household survey. Price index: PSTAT has continued supporting the consumer price data collection in the cities of Brazzaville, Pointe-Noire, Dolisie, Ouesso and Owando to extend the Harmonized Index of Consumer Prices (HICP) to a national level. A national workshop was organized in Dolisie to validate the national harmonized price index. In January the project will support rebasing the price index with 2012 household survey data. External trade statistics: A permanent system of collecting and publishing external trade statistics is established by the INS with the support of the project. PSTAT supported the publication of fourth quarter 2018, first and second quarter 2019 external trade newsletters. Statistics dissemination: These activities are ongoing but with a slower pace. PSTAT supported the production and dissemination of 200 copies of the 2018 statistical yearbook of the department of Bouenza and the drafting and publication of 300 copies the Congolese economy in figures report.
