The implementation agency has made significant effort in identifying activities that are no longer feasible and in selecting alternative activities that not only contribute to the PDO but also require limited preparation and procurement effort. Continued non-issuance of a revised Chemical Control Order (CCO) on PCBs poses an implementation risk for the Component 3 activities and the achievement of the PDO itself, as without it in place, PCB owners do not have an incentive to prepare and implement PCB management plans. Slow and cumbersome bureaucratic procedures and low institutional capacity continue to impact project implementation negatively. The team continues to urge DENR to simplify its procedures. The team will also provide project management support through a refresher course and hand-holding on contract management. Limited progress in project implementation includes the updating of a national dioxin and furan inventory, issuance of a memorandum circular on guidelines for laboratory accreditation for PCB analysis, and capacity building of more than 850 officers and staff from both the government and industries on the management of POPs. These changes were agreed during the August 2013 supervision mission and entered in the ISR. A formal adoption of these revised indicators through a restructuring has not occurred yet since it was decided that a restructuring would occur after the MTR. The restructuring is being processed now. It will involve further revisions to the RF. The final revised RF will be reflected in the next version of the ISR when the restructuring process is complete.
