TF0A1600 & TF0A5121) – Extension of Closing Date and Amendment No. 3 to Grant Agreement Dear Mr. McInerney: We refer to the Grant Agreement between the International Road Assessment Program (“iRAP” or the “Recipient”) and the International Bank for Reconstruction and Development and the International Development Association (collectively, the “World Bank”), acting as administrator of grant funds provided by The Bloomberg Family Foundation, Inc. (the “Donor”) under the Bloomberg Road Safety Single-Donor Trust Fund, dated December 8, 2015, for the above-mentioned Project, as amended (the “Grant Agreement”). Pursuant to your letter dated December 13, 2018 requesting us to extend the Closing Date of GRSF Grant No. TF0A5121, we are pleased to inform you that the World Bank concurs with your request. Accordingly, the World Bank has established December 31, 2019 as the later date for purposes of Section 3.03 of the Annex of the Grant Agreement and in relation to GRSF Grant No. TF0A5121. Additionally, pursuant to recent discussions between the Recipient and the World Bank, the World Bank proposes to amend the Grant Agreement as follows: 1. The first paragraph of the Grant Agreement is amended to read as follows: “In response to the request for financial assistance made on behalf of International Road Assessment Program (“Recipient”), I am pleased to inform you that the International Bank for Reconstruction and Development/International Development Association (“World Bank”), acting as administrator of grant funds provided by The Bloomberg Family Foundation Inc. (“Donor”) under the Bloomberg Road Safety Single-Donor Trust Fund, proposes to extend to the Recipient for the benefit of Brazil, China, Colombia, Ethiopia, Ghana, India, Indonesia, Philippines, Thailand, and Vietnam (“Member Countries”), a grant from various sources in the following amounts, which in the aggregate do not exceed three million and seven hundred thousand United States Dollars (U.S.$ 3,700,000) (“Grant”): (a) an amount not to exceed one million and six hundred thousand United States Dollars (U.S.$1,600,000) (“Portion A of the Grant”); and (b) an amount not to exceed two million and one hundred thousand United States Dollars (U.S.$2,100,000) (“Portion B of the Grant”) on the terms and conditions set forth or referred to in this letter agreement (“Agreement”), which includes the attached Annex, to assist in the financing of the project described in the Annex (“Project”).” Mr. Rob McInerney -2- 2. Part 2 of the Project is renamed as “Survey and Evaluation of High -Risk Road Network in Project Countries and Capacity Building”. 3. A new sub-paragraph iv is added to Part 2.a under Section 2.01 of the Annex of the Grant Agreement, reading as follows: “iv. Training of government officials in identifying high risk roads and designing and building safe roads in Wuhan ITDP (Anlu), Tianjin, Xiaogan, Xiangshan/Ningbo, Qianxinan, Tongren, and Yining road projects supported by the World Bank.” 4. New sub-paragraphs iii and iv are added to Part 2.b under Section 2.01 of the Annex of the Grant Agreement, reading as follows: “iii. Carrying out of baseline and design assessments of the Cebu Bus Rapid Transit System – 23 kilometers (baseline assessments and design assessments, feeder road assessments, school zones). iv. Capacity building and provision of support for the implementation of measures according to assessments by the end of 2018 for rural roads in the Philippines (100 kilometers post-construction and 50-kilometer designs), and part of the national roads in Mindanao (260 kilometers).” 5. New sub-paragraphs iv and v are added to Part 2.c under Section 2.01 of the Annex of the Grant Agreement, reading as follows: “iv. Finalization and submission of reports on Golden Quadrilateral assessment to National Highway Authority of India (NHAI) regional offices. v. Capacity building of NHAI regional officers and project directors of field offices.” 6. A new sub-paragraph ii is added to Part 2.e under Section 2.01 of the Annex of the Grant Agreement, reading as follows: “ii. Provision of technical support to TANROADS to implement road safety designs and project consultants and contractors; continued accreditation for analysis and reporting for cohort accredited for survey and/or coding in 2018.” 7.
