No I. SUMMARY OF PROJECT STATUS AND PROPOSED CHANGES The World Bank Kenya GPE Primary Education Development Project (P146797) Project Status: 1. This request seeks your approval of a proposed no-cost extension of the closing date of the Kenya Global Partnership for Education Primary Education Development Project (the Project), which is implemented by the Ministry of Education (MoE). The current closing date is June 28, 2019. This request is for a further nine months extension until March 31, 2020, which will cumulatively be twelve (12) months from the original closing date. . With the proposed extension, the Project will be five years old at the time of the new closing date. The purpose of this extension is to facilitate completion of project activities and to allow adequate time to process the proposed GPE Additional Financing (AF) grant of US$9.7 million. This amount includes the supervision fee for the AF, which will be negotiated with the Government as per the new GPE requirements. 2. The task team confirms that the requirements of the Investment Project Financing Policy and Directive regarding closing dates are met, specifically: (i) the project objectives continue to be achievable; (ii) the performance of the Borrower remains satisfactory; (iii) the World Bank and the Borrower have agreed on actions that will be undertaken by the Borrower to complete the Project; and (iv) there are no outstanding audits or Interim Financial Reports (IFRs) for the grant. 3. The current Global Partnership for Education (GPE) grant of US$88.4 million for the Project was approved by the Africa Regional Vice President on May 18, 2015 with the objectives to assist the Recipient (i) to improve early grade mathematics (EGM) competency and (ii) to strengthen management systems at school and national levels. The grant agreement was signed on June 4, 2015, and the Project was declared effective on July 8, 2015. Total disbursement to date stands at US$76.97 million – 87 percent of the total grant. 4. The latest Implementation Status Report (ISR of April 2019) rates progress towards achieving the PDO as moderately satisfactory (MS) and overall Implementation Progress as satisfactory. All the other sub-ratings are moderately satisfactory or better. The Project has met or exceeded most of the targets. For example, MoE has procured and distributed at least 10,469,754 EGM textbooks and related teacher’s guides against a target of 6,000,000; conducted and disseminated learning assessments for grades 3 for 2015 and 2018; about 102,157 teachers trained and supported (at the school level) in the EGM teaching methodologies against a target of 40,000 teachers; the targeted 4,000 schools for the school grants have now completed implementation of two priority activities in the School Improvement Plans (SIPs); and registration of secondary school students in the new National Education Management Information System (NEMIS) online platform is now at 96 percent (2.9 million learners). The PDO is rated MS because the EGM end line results show a 5 percent improvement from the midline results. However, this improvement is short by 2.8 percent of the needed 5 percent improvement from baseline to end line (baseline: 79.1%; midline: 76.6%; and end line: 81.9%). Rationale for the Extension: 5. In a letter dated June 12, 2019, the Government of Kenya (GoK) submitted a specific request for extension of the project. The purpose of this extension is to facilitate completion of the following activities: (i) to provide additional support for the NEMIS including capacity building for primary school headteachers to effectively utilize the system; (ii) to enhance the school based teacher support for the revised Early Grade Mathematics (EGM) methodologies; (iii) to support mainstreaming of school based audit interventions at MoE; and (iv) to conduct follow on learning assessments The World Bank Kenya GPE Primary Education Development Project (P146797) in the early grades. These activities should increase the impact towards the achievement of the Project Development Objective (PDO). 6. This extension will also allow adequate time for the task team to process the proposed GPE Additional Financing (AF) grant of US$9.7 million. Preparation for the AF package is advanced. However, the Kenya GPE AF grant will only be considered by the GPE Secretariat (Grants Committee) during October 22-24, 2019. This means that the AF package can only be submitted to the RVP for approval in early December 2019, after negotiations in November 2019. Effectiveness of the AF is expected before February 2020. II.
