The Ministry of Social Affairs (MOSA) has made significant progress with the Cash Transfer Program (CTP), specifically in terms of (i) reaching approximately 117,000 households (half of which are female headed households), covering more than half of the poorest quintile as well as devoting two-thirds of its resources to the extreme poor; (ii) participating in targeting and other program assessments, and (iii) recertifying over half of CTP beneficiaries with plans to recertify an additional 30,000 households over the coming year. The project is also currently engaging citizens by developing a complaints handling mechanism (CHM), which would make the project more responsive to beneficiary needs. In addition, this CHM would help ensure greater (i) transparency, (ii) awareness, and (iii) trust in the selection of project beneficiaries among citizens and key stakeholders (e.g., social workers, government officials, etc.). In addition, the proejct has sucessfully used the Geographic Information Systerm (GIS) to represent the poverty maps and provide better targeting of localities. MOSA is currently in the process of scaling up the CTP to reach out an additional 30,000 households who have become vulnerable and food insecure as a result of the recent conflict in Gaza (July-August 2014). It is also useful to note that the recently finalized 2014 CTP Phase II Targeting Assessment (TA)—which explored the potential need for modifications to the proxy means test formula (PMTF) as well as the possibility of using the PMTF for targeting beneficiaries in other social assistance programs— concluded that the current PMTF model could be applied among applicants if a rise in prices takes place and rapid interventions are needed to mitigate the price increase’s effects on the extremely poor and vulnerable. Yet, the PMTF by itself does little to identify households facing other shocks (such as job loss), and additional targeting mechanisms would be needed in combination with the PMTF to address these kinds of shocks. Improvements in PMTF methods focus mainly on increasing program targeting sensitivity to short-term changes in household economic well-being. Investments are possible on three fronts: (i) Integration with Community Based Targeting methods that tend to be better-able to measure short-term changes in well-being; (ii) Generation of effective and rapid means test to identify vulnerable households who have become food insecure in areas exposed to large shocks; and (iii) Generation of PMTFplus estimates of shock impacts that can be incorporated into PMTF rankings of household well- being. A simple change of the cutoff point from the food poverty line to the poverty line allows a similar classification of the population as chronically poor and vulnerable to poverty. Therefore, food insecurity and poverty measures are simple indicators of lack of household resources or abilities to meet current household food and basic needs, respectively. Chronic and vulnerable groups (either poor or food insecure) have different safety net needs. The former require long-term assistance to alleviate hardship and raise their asset bases, while the latter require short-term assistance to ameliorate or protect against the negative impacts of shocks. Administrative constraints may blunt the efficiency of well-designed targeting methods in a number of ways. Most notably, the capacity to collect and utilize accurate household data may be hindered and the capacity to deliver assistance to accurately targeted households may be compromised.
