Procurement and FM training has been provided for Ministry of Energy and Natural Resources (MENR) staff by the Bank. EU IPA Phase 1 Project includes four large consulting services contracts. MENR signed the first two contracts (CS-03 and CS-01) in the first quarter of 2015 and plans the last two (CS-02 and CS-04) in the third quarter. MENR has started disbursing the project funds; the initial disbursement was at EUR 2.2 million in July 2015. MENR hosted quarterly Steering Committee Meetings to brief and discuss on implementation progress and planned activities. Relevant departments in the Ministry, i.e. General Directorate for Renewable Energy (which also covers energy efficiency), Energy Affairs and BOTAŞ have identified technical experts for the evaluation of proposals and project implementation to work on awarded Contracts. 7/9/2015 Page 2 of 9 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report EU/IPA Energy Sector Technical Assistance Project (P131921) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance  --  Moderate  Substantial Macroeconomic  --  Moderate  Moderate Sector Strategies and Policies  --  Low  Low Technical Design of Project or Program  --  Low  Low Institutional Capacity for Implementation and Sustainability  --  Substantial  Substantial Fiduciary  --  Substantial  Substantial Environment and Social  --  Low  Low Stakeholders  --  Low  Low Other  --  Moderate  -- Overall  --  Substantial  Substantial 7/9/2015 Page 3 of 9 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report EU/IPA Energy Sector Technical Assistance Project (P131921) Results Project Development Objective Indicators PHINDPDOTBL  MENR (Energy Sector Alignment) (Text, Custom) Baseline Actual (Previous) Actual (Current) End Target The MENR approves a program for the enhancement of the Turkish energy sector in line with the EU energy priorities and strategies, based on a rkey's energy sector review and Turkey's energy sector can rkey's energy sector can can be enhanced in regulatory be enhanced in line with be enhanced in line with Value line with the EU energy impact the EU energy priorities the EU energy priorities priorities and assessment of and strategies. and strategies. strategies. alignment of Turkey's legal and institutional framework for electricity, naturalgas, energy efficiency and renewable energy with the EU's energy acquis.
