Although COVID-19 has slowed down the implementation, there is steady progress made across the three Result Areas towards meeting the Project Development Objectives. The two new Development Linked Indicators (DLIS) (Gram Panchayats and Mahatma Gandhi National Fellowship) have further strengthened the capacities of decentralized government bodies to capture local training needs and act as a measure of COVID-19 response to meet the economic needs of migrant workers. To address immediate exigencies arising out of COVID-19 and with mass return migrations, the Ministry of Skill Development & Entrepreneurship (MSDE) and the Ministry of Panchayati Raj (MoPR) have partnered to create an institutional framework to link skilling and employment with identified services at the Gram Panchayat (GP) level. This is the first-ever initiative to institutionalize skills planning at the last mile of service delivery through planning at decentralized levels for greater stakeholder engagement. This will include including the Recognition of Prior Learning (RPL) trainings and employment linkages for those involved in identified job roles and without a formal certification. This is of key importance to make the project responsive to COVID- 19 and the economic fallout with the migrant issue surfacing. Phase 1 pilot is completed across 167-gram panchayats in two districts. Phase 2 expansion planning is underway to scale up to across all the GPs of these two districts. MSDE has launched the Mahatma Gandhi National Fellowship (MGNF), in partnership with IIM Bangalore. This is a unique and immersive experience that attracts high quality professional talent to support District Skill Committees to create district level skilling plans. Currently, Fellows are placed in 64 districts across six States including Gujarat, Karnataka, Meghalaya, Rajasthan, Uttarakhand and Uttar Pradesh. The initiative is well received by District Skill Missions and national rollout is announced. The MSDE has also initiated several collaborations at state level for different initiatives, these include partnerships with Kerala Institute of Local Administration (KILA), Indian Institute of Technology - Delhi (IIT-D) and Indian Institute of Technology- Kharagpur (IIT-KGP) for Awards of Excellence, Automotive Sector Skill Council and GIZ, Management & Entrepreneurship Professional Skill Council (MEPSC). To address the COVID-19 emergency partnerships are explored for skilling and re-skilling the frontline workers. The collaboration with the MoPR, RPL skilling pilots will be initiated in collaboration with Ministry of Women and Child Development, Ministry of Health and Family Welfare and Ministry of Rural Development. Different approaches will be followed for rural and urban to prepare for the 3rd wave. The Project Development Outcome rating is upgraded to Highly Satisfactory as year 2 targets for PDO indicators 2,3 and 4 are achieved. Implementation Progress rating continues to be Satisfactory.
