Implementation Status and Key Decisions
The loan agreement was countersigned by the GoI on January 23, 2020 and became effective on February 9, 2020. MOHA has established a
Coordinating Project Management Unit (CPMU) to bring together the different implementing units in Ministry of VIllages, Bappenas and Kemenko
PMK. The implementing agencies have identified first year activities and are in the process of recruitment for key first year procurement packages.
A plan to begin capacity building for village apparat in 2020 is currently delayed due to the COVID-19 pandemic.
The Project supports the Government of Indonesia in developing and rolling out new technology-based systems focused on strengthening village
institutional capacity and accountability to improve the quality of village spending, through its four components: (1) Strengthening Village
Government Institutions, by developing a technology-based tools to improve institutional strengthening system for village government; (2) Promoting
Participatory Village Development, to strengthen the participation and social accountability in village government system by digitalizing the oversight

and management system of village facilitation, development of digital technology-based community learning system and knowledge exchange
platform, and strengthening community capacity and accountability system; (3) Village Performance Awards, by developing a village performance
system to rewards village government based on key performance metrics of good government; and (4) National Coordination, Monitoring and
Policy, to improve and strengthen national coordination and harmonization of regulations, monitoring and supervision of village development.

This is a composite indicator that consists of five key measurement: 1) village government issue
