The last supervision mission was held from November 2nd to 4th, 2016. The team had the chance to meet with the new authorities of MIDIS and technical teams to go over a list of activities that were prioritized by the previous administration and some other activities currently being procured. MIDIS officials confirmed to the Bank the importance of the TAL instrument in contributing to the achievement of the priorities established by the new Government in the social sector. MIDIS also identified a number of activities it wants to promote with Project resources, including: a) aligning interventions against anemia in Juntos and Cuna Mas; (b) developing urban poverty interventions; (c) reviewing the algorithm for the targeting system, and (d) developing an overarching communication strategy for stunting and anemia. In addition the authorities also requested specific support from the Bank to compile information about graduation schemes for the Conditional Cash Transfer Program, and social assistance programs addressing urban poverty issues. All these activities are aligned with the current national sector strategy “Incluir para Crecer”, and therefore will contribute to the achievement of the Project’s PDO. The Bank team has been closely monitoring and providing assistance to the activities implemented through the Project during the last six months. During this period given that the new Government had to take time to assess and confirm its interest in Project the activities. There were some delays in the processing of contracts occurred. Nevertheless, the Project was able to increase disbursements to 73 percent of the total loan amount,, and is expected to reach 83 percent by the end of the 2016 calendar year. During the mission the teams reviewed the budget, identifying that the amount of resources committed and at some stage of the contracting process is about US$1.7 million. In addition, there is a remaining balance of US$ 1 million that was deliberately set aside by the former administration to support policy priorities established by the new authorities. MIDIS’ current administration, as agreed during the mission, is currently reviewing these activities and consolidating a new POA considering the budget envelope available.
