Has the Project Development Objective been changed since Board Approval of the Project Objective? No Components Table Name Institutional strengthening of hydro-meteorological services and development of data management tools:(Cost $3.00 M) Identification of hydro-meteorological and climate services’ requirements for select end users and development of information services to support decision making:(Cost $1.40 M) Support to project implementation, monitoring and evaluation, and PPCR knowledge management:(Cost $0.60 M) Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Moderately Unsatisfactory Moderately Unsatisfactory Overall Implementation Progress (IP) Moderately Unsatisfactory Moderately Unsatisfactory Overall Risk Rating High High Implementation Status and Key Decisions In the five years since the grant was approved, implementation has been affected by a number of factors linked to: (i) low technical and project management capacity in the Hydromet sector; (ii) institutional weaknesses of the National Hydromet Unit of the Ministry of Agriculture (Unite Hydrometeorologique d’Haiti – UHM), including lack of appropriate financial and human resources; and (iii) external shocks related to the fragile and unstable socio-political environment, natural disasters, and the recent COVID-19 outbreak. The serious sociopolitical unrest and increased violence over the last year and the COVID-19 pandemic from March 2020, have paralyzed economic activities in the country and have also affected progress considerably of the project. Even though these have caused delays in project implementation, the project had managed to advance on two key 10/30/2020 Page 1 of 6 The World Bank Implementation Status & Results Report HT Strengthening Hydro-Met Services (P148259) project activities (i.e., procurement and supply of hydro-climatological equipment and the development of the national hydro-meteorological data management platform). However, only 2 out of 60 hydromet stations have been installed by the closing date. To ensure the completion of installation, the project has identified an alternative strategy for the remaining equipments. The first Project Development Objective (PDO) Indicator has been partially met: Data collected from hydro-met networks are centralized in an online hydro-meteorological data management platform, but it is not yet accessible to end user directly through an online portal, only upon request to the UHM. The second PDO indicator has fully been met: five sub-hydromet networks feeding into the centralized Platform have been connected. The third, end users’ satisfaction rate was not able to be assessed on time but will be reflected on the ICR. Progress has been achieved in some Intermediate Results Indicators; an initial customized hydro-meteorological product to agricultural sector has been defined taking into account their needs and, 85 people (including 13 women) from Civil Protection committees and Departmental Agricultural Directions have been trained on interpretation and use of the UHM’s hydro-meteorological products.
