PROJECT STATUS AND RATIONALE FOR RESTRUCTURING The two main activities are spot improvement of about 40 km of rural roads under national competitive bidding and provision of 10 prefabricated metallic bridges (130 meters’ total length) under international competitive bidding. The project implementation is rated Moderately Unsatisfactory as per the latest ISR dated because: (i) It took almost 11 months to recruit the contractors in charge of the civil works and (ii) the civil works were suspended due to the unusual heavy rainy season in the project area (Forest Guinea) right after the notice to begin works was given to the contractors. Given that over 80% of the disbursement comes from the civil works, the current disbursement is only 35% because the contractors have only received the mobilization advance which is about 20% of the contract value. Because of the reasons mentioned above, the civil works cannot be completed by the current closing date of December 31, 2017. The bank received an official letter from the Government of Guinea asking for 4 months extension of the closing date. The task team and the borrower have reviewed actions to be undertaken to complete the Project and concluded that a 6- month extension to the project closing date is needed to allow the full completion of the civil works which is crucial to meet the PDO of the project. A bank consultant is permanently supervising the project in the field, and the team is conducting regular video-conferences with the technical counterparts. An implementation support mission including work sites visit is tentatively scheduled for end of January 2018. The overall safeguards rating is Moderately Satisfactory. The social and environmental safeguard documents were disclosed in February 2016. The last safeguards supervision mission was conducted in June 2017 following the hiring of the two contractors and recommended to conduct an impact assessment studies to make sure that the current Site Specific ESMPs prepared by the contractors include all the necessary mitigation measures. The impact assessment studies are being conducted by consultants hired by the Government of Guinea and financed by the project; they will be finished in January 2018. The site specific ESMPs would be revised accordingly as necessary. The team will also help the Government amend the 2 contracts signed with the contractors in May 2017 to introduce the standard contractual clauses related to GBV (Gender Based Violence), VAC (Violence Against Children) and code of conduct of construction workers. Furthermore, the team will ask the client to finance public awareness campaign in the project area to address the issues mentioned above. The Task Team thus confirms that the requirements of paragraph 42 of the BP10.00 have been met, and specifically that, (a) the project development objectives continue to be achievable; (b) the performance of the Borrower remains satisfactory; (c) the Bank and the Borrower agree on actions that will be undertaken by them to complete the Project.
