Some smaller contracts continue to be behind schedule. It was agreed that the PIU will continue intensifying supervision to expedite implementation of all contracts and ensure completion by the project closing date. To this end, the PIU will need to consider using bank guarantees to cover the defects liability period of works that will be completed within one year of project closure. This would give the PIU a maximum of one additional year to complete all works before closure. Good progress has also been made in the implementation of the Environmental and Social Impact Assessment (ESIA) and the Resettlement Action Plan (RAP). A positive trend was has been also observed in income collection rates of Water Consumers Associations (WCAs). However, fee rates do not cover the real costs of O&M of the WCA’s irrigation system, and continued efforts need to be made to improve the collection rate, especially from the larger farmers growing cotton and wheat. On May 29, 2013, MAWR sent a letter to MOF requesting to restructure the project's Results Framework to address existing inconsistencies and discrepancies. The Bank team requested expediting sending the Bank a request to restructure the project’s Results Framework. With regard to procurement, the Government and PIU have been notified about the potential misprocurement for contracts FWRMP/GEQ-1 (lot 1) and FWRMP/GEQ-5 for supply of tractors, and SCADA respectively. Overall Comments The Bank mission of November 2013 recommended to restructure the Results Framework due to a number of existing inconsistencies and discrepancies. On May 29, 2013 MAWR sent a letter to MOF requesting to restructure the Results Framework, but no formal letter has been issued by MOF yet. The Bank team requested MOF to expedite a request for this restructuring by the end of December 2014.
