Pilot testing is planned for march/april 2015. The installation of new split-type prepayment meters in Ashanti East region began on 1st March, despite the loss of a significant part of the stocks in a fire. ECG has yet to indicate how it intends to replaced the destroyed meters. Following a July 2014 mission focusing on the Renewable Energy Component, the Ministry decided in September that they could not complete all activities and payments by the closing date for the GEF Trust-Funded activities by the planned closing date of September 30, 2014. So a six month extension to the GEF TF was granted and the new closing date is March 31, 2015. The renewable energy activities still under implementation include the development of the GIS system for RE planning; the replacement of batteries and faulty spare parts for the Phase I Public Institutions using PVs; work under the contract for the installation of pilot island region mini-grids has begun; and the evaluation of potential models for mini-grid development and biomass electricity generation is being completed. In addition, the Bank agreed to support a consulting contract using funds from the African Electrification Experience AFREA Trust Fund to help MoE, PURC, and EC formulate and agree upon an acceptable approach for mini-grid business models and regulation. The GPOBA (P105617), Trust Fund closed on September 30, 2014 as planned. The Ministry of Energy has not received written confirmation of the ARB-APEX's unwillingness to continue supporting their member banks in the solar home system program and so will make all efforts to recover the revolving fund created under the project. Payments to rural householders owed funds for battery replacement under the terms of their contract have been made. A completion report for the PV component of the Rural Energy Access program is under preparation.
