The MWRD2 Project Development Objective is: to improve coordinated management of water resources for socially, environmentally and economically sustainable development in the Senegal River Basin. Responding to the needs of OMVS and riparian country governments MWRD2 will have broadly similar components to MWRD1: (i) consolidating and further strengthening the institutional, legal and technical framework of the Senegal River Basin to better serve all four riparian countries, (ii) expanding the scope or coverage of concrete water resources development activities at the local level that generate significant income to reduce poverty, and (iii) defining and preparing new multipurpose infrastructure to harness the hydropower potential identified in the basin. MWRD2 activities will primarily be located in thepriority areas defined by studies in MWRD1. Each component will scale-up activities started under MWRD1, incorporating lessons learnt and taking forward successful elements for further development. Has the Project Development Objective been changed since Board Approval of the Project Objective? No Global Environmental Objective (from Project Appraisal Document) Strengthen trans-boundary water resources management in the Senegal River Basin including climate change adaptation and implementation of priority actions of the Strategic Action Plan. Institutional Development for Water Resources:(Cost $19.11 M) 2: Multi-Purpose Water Resources Development:(Cost $174.23 M) 3: Infrastructure Management and Planning:(Cost $29.62 M) Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO  Moderately Satisfactory  Moderately Satisfactory Overall Implementation Progress (IP)  Moderately Satisfactory  Moderately Satisfactory Overall Risk Rating  Substantial  High Implementation Status and Key Decisions Progress towards achieving the GEO and PDO is moderately satisfactory as there is no divergence from the project design to date and all activities are progressing in line with those objectives. First project results are materializing on the ground this year, such as 960 ha provided with new/improved irrigation services; 1,454,000 long-lasting insecticide-treated malaria nets have been distributed; there has been a 3% increase in sales (in monetary value) of fresh and processed fish in the project sites (per household and per year) and the average yield per pond in the project sites has tripled (from 1000 kg / ha to 3500 kg / ha). In the health component in Mali, Guinea, and Senegal, the target of 80% yearly coverage for mass treatments of schistosomiasis has been exceeded. The average annual coverage rate is 96.5% for this year across these 3 countries. Delays in project implementation, albeit still significant, have started to decrease. Overall project disbursement rate, based on undisbursed amounts, is 31% (32% for IDA and 14% for the Grants). The significantly lower disbursement rate for grants is due to the delays in identifying the climate adaptation sub-projects which represent the bulk of the grants expenditures. The feasibility studies for a first round of these projects are ongoing and implementation will begin in spring 2018. IDA disbursements are expected to reach 36% by June 2018 and 46% by December 2018. Most procurement processes have been launched.
