Specifically, the Grant will support MoH in preparation of Master Plan for introduction of unified information management in health care,including planning of (i) required changes in the legislative, regulatory, and institutional frameworks, and (ii) coordinated implementation of various health information systems in Moldova, most importantly in primary health care, but also secondary health care management information systems, public health information systems, pharmaceutical information systems, financial and health insurance information systems, etc. Has the Project Development Objective been changed since Board Approval of the Project Objective? However, given that there is upcoming support from Norwegian Government for inter alia implementation of ehealth in Moldova, the accountability for e-Health strategy approval in the Parliament and its implementation shall significantly increase. Appointment of a new Minister of Health shall bring impetus to the finalization of the eHealth strategy and to a more co-ordinated and coherent implementation of the related activities. It is likely that the Ministry of health will have new leadership and different organizational structure, which may also delay project activities. Furthermore, prolonged instable political situation has negative effect on the implementation of many bank-funded activities, including the IDF HMIS.
