Extension of Closing Date and Amendment to the Financing Agreement 
 
Pursuant to your letter dated, June 18, 2010 requesting the International Development 
Association (the Association) to amend the Financing Agreement between the Kyrgyz Republic 
(the Borrower) and the Association, dated September 26, 2008, which amendment request 
includes a request to extend the Closing Date set forth in paragraph B.2 of Section IV of 
Schedule 2 to said Financing Agreement, I am pleased to inform you that the Association has 
agreed to extend said Closing Date from May 31, 2012 to May 31, 2013.   
 
Further, I am pleased to inform you that the Association has agreed to the following 
additional amendment to the Financing Agreement: 
 
1. 
Part 2(a) in Schedule 1 is hereby amended to read as follows: 
 
“(a) systematic registration of land and real estate units of Novostroiki areas as well as 
registration of some community pasture lands;” 
 
2.  
All sections of the Financing Agreement that have not been amended hereby shall remain 
unchanged and in full force and effect. 
 
Please confirm your agreement with the foregoing by signing and dating the confirmation on the enclosed 
copy of this Amendment Letter and returning it to the Association.  This Amendment Letter shall become effective 
upon the date of its countersignature.
