Most actions agreed during the implementation support missions were implemented. The project closing date was extended by one year, from June 2016 to June 2017, to allow for the activities under the Martyrs and Disabled and Safety Nets components to complete. Pensions Component: (I) Around 100,000 pension records are transitioned from the old paper based scheme to the new technology based pension administration system (PAS), and 75,000 pensioners are paid through bank accounts. The Pension Department (PD) in Kabul introduced the biometric verification of beneficiaries. Progress on providing access to the government ministries and agencies to submit online applications for the new pensioners has improved. Thirty five government agencies are connected to the Pension MIS and submitting online applications. However, some large ministries, such as the Ministry of Education, which could potentially have more pensioners, are not connected to the system. The PD, with support from MoLSAMD and MoF and in collaboration with the line ministries/agencies, will prepare and implement a roll out plan, focused on including the large ministries/agencies which are not connected yet. (II) The development of the Martyrs and Disabled (M&D) MIS is in progress. The design of the new business processes for the Martyrs and Disabled (M&D) program was completed and endorsed by the Ministry in 2014, and the procurement process of a specialized firm to develop a Management Information System (MIS) based on the new business processes was completed in December 2015. The development of the MIS, including the biometric verification module, by a specialized firm started in January 2016 and will be completed by December 2016, with some delays. Safety Nets Component: The Safety Net pilot developed operational procedures in line with international best practice: a transparent and objective targeting mechanism based on Proxy Means Testing (PMT) to identify and select the poor families with children, a social registry including the socio-economic characteristics of over 70 thousands families, and technology based payments through mobile network operators and banks. The Safety Nets component delivered the first round of payments to beneficiaries in May-June 2016. A total of 10,483 poor families were selected and enrolled in the pilot, out of which 6,114 beneficiary families received the first round of direct cash benefits; a control group consisting of the remaining 2,894 families will receive their benefits only after the completion of the impact evaluation. The targeting accuracy evaluation results are encouraging, showing a significant increase in targeting accuracy compared to the previous pilot and other targeted cash interventions in Afghanistan. Based on preliminary data analysis two thirds of beneficiaries belong to the poor and vulnerable segments of the population – a performance that compares well with the international experience. Capacity Building: The capacity building of MoLSAMD staff is progressing, but progress continues to be uneven. The capacity to operate the new public pension administration system has improved, with the Pension Department being now less dependent on the project support. However, little progress was made with respect to M&D and Safety Nets. In the case of M&D, the slow progress is due to significant delay in the implementation of the new system, while in the case of Safety Nets, the challenge continues to be the weak integration of the project activities in the formal structure of the Social Affairs Department. Key Decisions: 1. The MOLSAMD will assign high priority and adequate resources to speeding up the implementation of activities under the Martyrs and Disabled Program. 2. To address capacity gaps the Ministry will prioritize the selection of Directors and other key staff of the concerned directorates (Pensions, M&D and Social Protection) through the Capacity Building for Results (CBR) program.
