On the other hand, progress has been lagging with respect to DLIs #3(a) (animal health expenditure), #4(a) (wheat market reform), #9(c) (delivery performance ration in irrigation) and #12 (Communications). However, achievement of DLIs #3(a) and #4(a) is allowed in the next year. Regarding DLI#3(a), the Livestock Department is working with the Finance Department to introduce the required separation of heads of accounts (separate for preventive and curative animal health care expenditures). Regarding DLI#4(a), the Food Department has developed a clear strategy for the gradual withdrawal from the wheat market. This strategy has been submitted to the Chief Minister for his approval and will be placed in the Cabinet for approval expected in January 2019. Implementation of a number of actions agreed in the Program Action Plan has suffered delays and a number of remedial actions were agreed as specified in the Mission Note. There currently is an outstanding potential disbursement of approximately US$ 28 million and the mission recommended that the GoPunjab speed up the verification process to claim this potential disbursement no later than end February 2019. "Other" risk related to the possibility of change in government following elections held on July 25, 2018 and the backing of a new government for the program. This change indeed materialized (both the Federal and the Punjab government changed) and the Bank had to make a substantial effort to get the new government to understand and appreciate the program.
