The level of disbursement was 72% in October 2011, up from about 60% by the end of December 2010. ONAS has been dealing with several problems with the civil works of the new El Attar WWTP infrastructure. Pressure test carried out in end of 2010 showed that a significant portion of the 11 km of adduction line already laid out had infiltration problems. ONAS has been negotiating with the supplier and contractors to repair the faulty network and finalize the lay- out, and the Bank gave in October 2011 its non objection to the last solution proposed by ONAS in August 2011. Meanwhile, new problems have surged at the WWTP, whose completion of civil works is 90% but where about 30% of equipments are still awaiting to be installed. ONAS has informed that infiltration problems had just been discovered with sedimentation basins, and that the civil work contractor had declared that it was unable to complete the construction of the digestors. Furthermore, the Italian contractor EMIT has filed a complaint with the ICC because of ONAS imposition of penalties for delays. At this stage, it is unclear whether the new El Attar WWTP will be completed during 2012. ONAs has also had difficulties with the start up of the installation of the new IT customer system, whose contract was signed in February 2011. The installation is due to statt in October 2011. The mid term review which close in April 2011 had recommended that an extension of 22 months be granted, in order to complete the installation of the new IT customer system. AS letter requesting this extension was received from ONAS in May 2011, followed by a confirmation letter from MPCI. A decision regarding this extension was delayed, in order for the Bank to follow up developments with the project (especially the adduction line). This extension is made all the more necessary due to the current further delays experienced with the El Attar civil work.
