To date, progress towards achieving the Program results is moderately satisfactory, with the annual sanitation targets being fully achieved and the water supply ones only partially achieved. The Program Action Plan is, overall, being successfully fulfilled by the respective implementing agencies. The Technical Assistance program is supporting the implementing agencies in building their capacity to achieve results in different technical areas. Due to the delay in the start of some specific activities and the reduction in the Australia-World Bank Strategic Partnership in Vietnam by AUD12.7 million, it was decided to cancel some activities in the TA for the value of AUD 790,000. Despite this reduction it is expected that the TA will be able to achieve its main objectives by the time of the TA closure in June 2016. Cumulative verified program progress as of December, 2014 for each DLI is given below: • DLI1.1: 51,541 HH connections, and 15% of the total Program target. • DLI1.2: 30,577 IHSLs were completed, 24% of the total Program target. • DLI2.2: 519,925 people benefiting from commune wide sanitation was achieved, 41% of the total Program target. Progress of 2015 DLIs at the time of the Mid-term review (September): • DLI1.1: 47,839 HH connections, 58% of the annual 2015 Program target.(annual expected target of 83,000 as reported in the AM of MTR) • DLI1.2: 12,373 IHSLs reported complete, 41% of the total 2015 Program target. (annual expected target of 30,000 as reported in the AM of MTR) • DLI2.2: 53,000 people benefiting from commune wide sanitation was reported; 21% of the total 2015 Program target. (no projections were given on the annual expected target) The MTR report and mission identified a number of issues that are affecting or can affect in the future the implementation of Program activities. The most significants relate to: (i) low availability of counterpart funds that can be used as an advance to finance the investments; (ii) cash flow gaps due to weak financial and technical planning by the provinces, not matching their investment needs well with the funds available under the Program and the results based disbursement mechanism; (iii) technical challenges related to the overdesign of water supply systems; (iv) sustainability of sanitation facilities in schools and clinics; (v) inefficiencies of procurement processes and quality of internal audits; (vi) exchange rate between SDR and VND negatively affecting the actual cash available; (vii) delays due to lates start of TA, and difficulties to assimilate PforR mechanisms; (viii) restrictions in government expenditure for health workers facilitating the implementation of sanitation DLIs (Circular 04) and slowliness of households to connect to new water schemes; (ix) some minor issues related to environmental and social management. Consequently, a series of actions were recommended to be implemented in the remaining time of the Program. PAD reports 1,700,000 beneficiaries for water supply and 650,000 on sanitation (households benefiting from having new hygienic latrines as per DLI 1.2). Yet, there may be overlaps between those figures. In addition these figures are not yet accounting the beneficiaries from DLI 2.2 on commune-wide sanitation. This indicator is being revised as a consequence of the MTR and a full definition of direct and indirect project beneficiaries will be included in the next ISR. In this ISR the Actual number is the total beneficiaries from DLI 1.1 plus the ones from DLI 1.2 up to the ISR date in September 2015.
