A Secretariat for the Nairobi Metropolitan Area Transport Authority (NAMeTA) is operational and a draft bill for NAMeTA under preparation. NAMETA staffing has been strengthened with additional County seconded technical staff, and stronger leadership from the NAMETA Steering Committee. A: Support to Kenya National Highways Authority (KeNHA) to Upgrade the Urban Road Transport Infrastructure Capacity enhancement and BRT infrastructure on (a) A104 from JKIA to Likoni road/Southern Bypass junction (Lot1); (b) Likoni road/Southern Bypass to James Gichuru road junction (Lot 2); and (c) James Gichuru road junction to Rironi (Lot 3, provision for BRT infrastructure): The procurement process for the Lot 3 works has been completed and the review process for the Bid Evaluation Report (BER) is ongoing. Work by the RAP Consultant for Lot 3 is unsatisfactory and the Bank has received complaints regarding the Consultattion process and adequacy of the information shared with PAPs. It is agreed that KENHA will replace the current Consultant and meet with the Complainants to address their concerns. KENHA will propose a time table for completion of the RAP update in accordance with OP 4.12, and the contract for Lot 3 will not be awarded until an approved RAP is in place. Tenders for Lot 1 are now expected to be invited in December, pending finalization of the designs and bid documents. The TOR for the Consultancy for preparation of Concept Designs, BD and oversight for the eventual Design-Build Contract for Lot 2 has been reviewed and KeNHA's submission iof the RFP awaited. The RFP is expected to be issued in December. Design Review and Construction Supervision of Lots 1 & 3. The RFP has been approved as of October 13, 2015, and the call for proposals is to be issued by KeNHA. Designs for Kisumu Eastern Bypass and Embu, Kakamega, and Nakuru Bypasses will be removed from the component and the allocated funds applied to the funding gap for A104 road works. Consultancy services for the preparation of a Business Plan for the BRT Line 1 are to be procured with PPIAF support, confimration of PPIAF support is awaited and expected by early December. The TOR for an individual BRT Specialist, funded from project funds, to provide technical assistance to NAMeTA have been finalized and the Client is proceeding with the procurement process. Design, Resettlement Action Plan (RAP) and Environmental and Social Impact Assessment (ESIA) and Tender documentation for Kisumu Northern Bypass: The design review and supervision consultancy TOR and RFP have been reviewed, and the revised documents have to be submitted for Bank NO prior to issuing the call for tenders. For the civil works, the ICB bidding documents are being reviewed for the Bank’s final clearance. Training. The training program for FY15 was approved by the Project Oversight Committee, endorsed by the Bank and it is under implementation. B: Support to Kenya Urban Roads Authority (KURA) and Kenya Railways Corporation (KRC) to Develop Selected Mass Transit Corridors KURA Feasibility and Design Studies for selected Bus Rapid Transit (BRT) Corridors and Preparation of Bidding Documents for BRT Services Operations: Design work for the Juja corridor is one of the activities to be removed from the project, under the proposed restructuring, and the EU has confirmed its support for this work. Traffic Signaling System: Procurement is under way for development and supervision of a comprehensive Intelligent Transportation System (ITS) including provision of traffic management and Information Communication Technology (ICT) solutions, improvement of the traffic control centers, and traffic signaling system, inter alia. Construction of the Meru bypass roads: The work and supervision contracts have been awarded, and implementation is under way. The revised estimate for all activities related to Meru-Bypass amount to US$ 49.8 million made up of US$ 28 million for civil works, US$ 3.2 million supervision consultancy, US$ 10 million for land compensation, US$ 8.6 million for new works. Of this amount, IDA contribution is US$ 12.8 million to cover US$ 12 million of civil works and 0.8 million for the consultancy. The estimated GOK funding amounts to US$ 37 million of which about US$ 6 million for the works contract and an additional US$ 10 million for land compensation have been allocated in FY15/16. Another about US$ 21 million are required from GOK during the next financial year. Development of an urban transport plan for the city of Mombasa: This activity is under way with support from the ADB, and is therefore dropped from this component. Training. The training program for FY15 was approved by the Project Oversight Committee, endorsed by the Bank and it is under implementation B2: KRC Master Plan for the Nairobi Commuter Rail. The previously cleared TOR and RFP was not issued and the KRC has forwarded yet another version of the TOR which have been reviewed by the Bank and returned to KrC for further changes. Track recording car. The bidding documents have been cleared and the tender documents are to be issued by KRC. Training. C1: State department of Transport Reforms. A Memorandum of Understanding (MoU) for the formation of the Nairobi Metropolitan Transport Authority (NAMeTA) was signed last year and the NAMeTA Steering Committee has since been gazetted and a Secretariat to NAMeTA is operational. Work on the draft Bill for NAMeTA is under way and the Covenant related to the creation of NAMeTA will only be met when the Bill is presented to Parliament. The mission strongly appealed to NCC and MoTI to expedite the process, particularly with the need to implement the MRTS, its core responsibility and the NAMeTA Steering Committee is expected to confirm a time plan for this activity. Support to the East Africa School of Aviation (EASA). Kenya Civil Aviation Authority (KCAA) has completed implementation of the 3-D Air Traffic Control Training Simulators and the simulators were commissioned on August 7, 2015. The EASA was awarded a certificate as a Training Centre of Excellence by ICAO, making it one of two such centers in Africa and one of nine (9) in the world. Promotion of the private sector in the transport sector. The MoTI is still to present an activity proposal for Bank consideration. Training. The training program for FY15 was approved by the Project Oversight Committee, endorsed by the Bank and it is under implementation. C2. State Department of Infrastructure. Selection of an M&E consultant. Despite repeated reminders, this activity is still not procured and MOTI is yet to confirm issuance of the RFP.
