Cable Address: INDEVAS CONFORMED COPY March 14, 2011 His Excellency Gheorghe Ialomitianu Minister Ministry of Public Finance Bucharest, Romania Dear Minister: Romania Complementing EU Support for Agricultural Restructuring Project (Loan No. 4875-RO) Amendment to the Loan Agreement Revised Performance and Monitoring Indicators We refer to the Loan Agreement between Romania (the Borrower) and the International Bank for Reconstruction and Development (the Bank) (the Loan Agreement) and the Supplemental Letter no. 2 on Performance and Monitoring Indicators (the Supplemental Letter), for the above-referenced Project, dated December 28, 2007. We also refer to your letter dated February 23, 2011 requesting certain amendments to the Loan Agreement and parti al cancellation of the loan’s proceeds. We are pleased to inform you that we have acceded to the aforementioned request and hereby propose to amend the Loan Agreement as follows: I. Pursuant to Section 7.01 of the Bank’s General Conditions for Loans, the Bank hereby cancels, as of February 23, 2011 the amount equal to EUR 4,299,530 from the Loan and the commitment charges on such amount cease to accrue from February 23, 2011. Schedule 3, the Amortization Schedule, is being revised by the Bank as a result of the cancellation, and the revised figures will be sent to you shortly. II. Schedule 1 is amended to read as follows: 1. In Part I.1, letter (d) is deleted. Page 2 2. In Part I.2, letter (c) is amended to read as follows: “(c) Upgrading some OCPIs offices with IT and other equipment and furniture.” 3. In Part II.1, a new letter (e) is added to read as follows: (e) improving the service delivery in rural areas through scaling up the integrated agricultural offices concept piloted under the MAKIS Project. 4. Part III.2 is amended to read as follows: “2. Technical Assistance Provision of consulting services related to : (i) development of an agriculture and rural development sector strategy; (ii) development and implementation of a strategic plan for restructuring the sector administration; and (iii) implementation of a management information system. 5. Part III.3 is deleted. III. The Table set forth in Section IV.A.2 of Schedule 2 is amended in order to reflect the partial cancellation of the proceeds of the Loan, as requested. Accordingly, the revised table in paragraph 1 of the Schedule 1 of the Loan Agreement is indicated in the attached Annex 1 to this letter. IV. The Appendix is amended as follows: 1. The definition in paragraph 4 is amended to read as follows (modifications are shown in italics ): “4. “Consultant Guidelines” means the “Guidelines: Selection and Employment of Consultants by World Bank Borrowers” published by the Bank in May 2004. Revised October 1, 2006 & May 1, 2010” . 2. The definition in paragraph 15 is amended to read as follows (modifications are shown in italics ): “15. “Procurement Guidelines” means the “Guidelines: Procurement under IBRD Loans and IDA Credits” published by the Bank in May 2004. Revised October 1, 2006 & May 1, 2010 .” V. The revised Supplemental Letter is provided separately. Please confirm your agreement with the foregoing, on behalf of Romania, by signing, dating and returning to us the enclosed copy of this letter, as well as the revised Supplemental Letter.
