This is partly a consequence of restrictions imposed due to COVID-19 due to which Anganwadi Centre (AWC) services were closed (with the exception of home delivery of take home rations to beneficiaries), but primarily due to implementation delays of critical activities that existed even pre-COVID-19. This has consequently delayed the implementation of performance-based incentives for AWWs as the eligibility of AWWs for performance incentives is auto- generated through the CAS and the roll out of the online capacity building platform (e-ILA) as it is contingent on the availability of smartphones by AWWs. Further, due to the lack of clear guidance on continuation of services and activities in the context of COVID-19, core capacity building and community engagement interventions have come to a standstill in many states. Data on key results indicators is only available till March 2020, as since the beginning of September 2020, the ICDS-CAS dashboard has been down due to administrative issues, resulting in lack of access to data to report on progress during the six month period of April to September 2020. Based on data till March 2020, the project had reached approximately 59.5 million pregnant and lactating women and children under 3 years of age with ICDS services just achieving Year 2 targets. Approximately 81% Anganwadi Workers (AWWs) were undertaking the minimum mandated home visits for maternal and child nutrition counselling to target households and 45.9% of AWCs were delivering a minimum set of services (i.e. take- home rations for at least 21 days, growth monitoring (weight) for at least 60 percent children under 3 years of age, and village health and nutrition day) at the AWC exceeding Year 2 targets for these indicators. The data for home visits and the minimum set of services was from the 6.06 lakh Anganwadi Centres (AWCs) across 24 States where the ICDS Common Application Software (CAS) has been rolled out.
