The Project became effective on May 11, 2015. The SDP is supported by a US $46 million credit from the International Development Association (IDA) and complemented by an IDA grant of US $4.9 million. Before project effectiveness, the government has been conducting several activities by using the Project Preparation Advance (PPA), which was approved on December 16, 2013, and became effective on January 13, 2014. The PPA aimed to facilitate the preparation of the project designed to increase access to and enhance market relevance of supported skills development institutions in agreed priority areas. Since the effectiveness of the PPA, several activities have been implemented and some have been completed. For instance, the Project Implementation Manual (PIM) was finalized, and accounting software was procured and installed at NCHE. Study visits to Tanzania, Kenya, and Mauritius were conducted. At the end of June 30, 2015 (PPA refinance date), approximately US$ 774,000 have been disbursed out of the approved amount of US$ 1,355,000. Activities initiated under PPA continue under the Project. Since the last Implementation Progress and Status Report (ISR), the Project has made significant progress. The Steering Committee reviewed and approved the Institutional Improvement Plans (IIPs) submitted by the five participating institutions, and each institution has signed the Sub-Project Grant Agreement with the Ministry of Finance. All five institutions met DLI1 targets and have presented a satisfactory record of expenses against the Eligible Expenditure Programs (EEPs). Accordingly, the World Bank authorized the first disbursement of funds to the five compliant institutions, which is now being processed. The NCHE, which is responsible for managing funds for Component 2, requested an advance in the amount of US$1,957,738.45 based on six months' cash forecast. Upon IDA’s clearance, the first disbursement for Component 2 was made on August 27, 2015. This raised the disbursement rate of Component 2 to 43.4 percent. The World bank team also advised that NCHE designate one staff to work on baseline data collection until the M&E specialist reports for duty. The designated staff has followed up with each of the participating institutions. NCHE has indicated that the requisite data has been collected from the institutions, and is now being validated.
