   First Restatement of the Disbursement and Financial Information Letter dated May 22, 2019
                          Additional Instructions: Disbursement Letter.

Excellency:

         I refer to the Advance Agreement between the Democratic Republic of Congo (the “Recipient”)
and the International Development Association (the “Bank”) for the above-referenced Supplemental Project
Preparation Advance of even date, herewith (“Supplemental Advance”). The Agreement provides that the
Association may issue additional instructions regarding the withdrawal of the proceeds of the Supplemental
Advance: IDA-V2800("PPA"). This amendment to the letter ("Disbursement Letter"), as revised from time
to time, constitutes the additional instructions.

      The related section of the Disbursement Letter shall be revised as follows to add a Designated
Account as a disbursement method.

        All other instructions and attachments of the Disbursement Letter dated May 22, 2019 which are
not expressly modified in accordance with this letter, shall remain in force and effect.


I- Disbursement Arrangements

(i)Disbursement Method: the following disbursement methods may be used under the PPA
                Reimbursement
                Direct Payment
                Advance

II- Withdrawal of PPA Proceeds

(v)Minimum Value of Applications (subsection 3.5): the minimum value of applications for
Reimbursement and Direct Payment is 20 percent of the Designated Account Ceiling.

(iv)Advances (Section 5 and 6):

              o   Type of Designated Account (subsection 5.3): 01 Segregated account: DA-Q
             o   Currency of Designated Account (subsection 5.4): USD

             o   Financial Institution at which the Designated Account Will Be Opened (subsection
                 5.5): ACCES BANK CONGO, DRC
             o   Ceiling (subsection 6.1): USD 100,000


         All other instructions and attachments of the Disbursement Letter dated May 22, 2019 which are
not expressly modified in accordance with this letter, shall remain in force and effect.
