After some delays, a draft of the socio-economic baseline study, upon which the beneficiary communities will be selected a has been submitted on June 10. The availability of baseline data now allows for the development of the monitoring and evaluation framework. Consultations with key stakeholders to finalize the baseline and the selection of the target communities are planned for end June. While there are still problems with regard to implementation capacity, it is hoped that a new project administrative officer and the recruitment Page 1 of 4 The World Bank Report No: ISR7567 of a local NGO for the implementation of the small grands scheme will alleviate this situation. Once the baseline study is complete and has been evaluated by the Project Task Force within the Ministry, the project will subsequently gear up to implement the proposed activities (technical training, community training and activation of small grants) in a few sites / communities, before being rolled out in all five regions of the country. Public Disclosure Copy Difficulties experienced so far seem largely due to insufficient capacity within the MoM to coordinate and execute activities of the project. This has also been noted by a recent JSDF oversight mission by a team from Concessional Finance and Trustfund Operations (CFTPO). This should shorten overall time for the procurement processes and ease the monitoring burden of the PC �Th MoM will hire FM and PM specialists under the project, with the JSDF being their sole responsibility -The Monitoring and evaluation framework will be finalised by August 2013 � The Ministry of Mines will hire a short term communications consultant to assist in developing a communications strategy for the project � The TORs of the supporting FM and PM consultants will be revised to provide training to MoM staff � The responsibilities and tasks of the to- be- hired NGO will be increased; specifically with regard to the supervision of the Small Grants Program. � To start with, the project will be rolled out first in only one province (pilot phase). This will provide an opportunity for both the Bank and MoM to account for lessons learned, which can then be assessed and used for the 'general' roll-out. � Public Disclosure Copy The pilot phase should be well underway by the time of the Mid-Term Review, planned for March 2014.
