It is also based on subsequent discussions and documentation collected during September-November 2014. The annual progress report will be completed in January/February and an updated ISR would be prepared following the MTR mission at that time to capture the 2014 year results. Project implementation continues to be progressing well, with some delays in collecting and validating data at the district and school level. The GPEG has disbursed approximately US$46.6 million (62%) of the US$75.5 million grant to date. An extension of the closing date would ensure that the results and impact of the activities would be captured to help guide government on future policy decisions. Beneficiary districts (now up to 75 because of newly created districts) have received three rounds of district grant allocations - they are currently implementing the approved 2014 Annual Programs of Work (APW) and the supplemental allocation that was provided last month according to the revised resource allocation model. This supplement has increased the base grant for the schools by about 600 cedis on average, and has provided seed funding for the 18 newly created deprived districts. The following have been observed at the school and district level: (i) increases in regular visits by circuit supervisors to schools although documentation on substance of visits varies greatly (on average 5 visits); (ii) regular delivery of INSET to teachers (almost 50% of schools are conducting recommended INSET core courses); and (iii) 92% of schools had completed up to date School Report Cards and are posting them for public view. There are currently 6,626 students enrolled in the Untrained Teacher Diploma in Basic Education (UTDBE) program. There has been good progress in establishing the monitoring and evaluation activities as the contracts for the lesson observation and impact evaluation consultancies are being implemented. A post-procurement review was conducted in April 2014 and found compliance in all instances. A safeguards review was conducted in May 2014 and provided recommendations on screening for minor civil works at district level. Implementation of the School Report Card has improved as software issues have finally been resolved, although more sensitization efforts will be undertaken to ensure that teachers, SBMCs, and district offices better understand the data provided and how they should be interpreted to inform better planning and monitoring of schools. The joint LEG review mission in June 2014 also coincided with the National Education Sector Annual Review to leverage even wider stakeholder consultations. The team is pleased to see efforts by the project to continue to strengthen capacity at the district and school levels to implement APWs and school performance improvement plans (SPIPs) in line with of the indicators are updated on an annual basis. Last year the results were available after the collation of district level data in February 2014. The schedule is again to collect this information during the training workshops with all districts in January/February 2015. At that time, the indicators would be updated to present results from 2014. With many of the indicators already met or exceeding the original targets, the team would discuss with the Government during the upcoming Mid-Term Review on whether to revise project end target values.
