Disbursement grew +20% through CY2020 but COVID is impacting this momentum. To address the impact of the sanitary crisis, the Project was granted a one-year extension until Dec. 31, 2021. In Mauritania, many of the activities of the good governance component are nearing completion with the expected results. However, two areas of this component have not progressed at the same pace: the management of artisanal fishing capacities (the second phase of the registration of pirogues has come to a halt) and transparency of information (despite visible progress, notably the publication of the first national report under the Fisheries Transparency Initiative, or FiTI). As for the rehabilitation of the Nouakchott Fish Market, Lot 1 (security and lighting) has been completed and the inauguration of Lot 2 (sewage treatment plant and sea outlet) is scheduled in November 2021 (pending no new COVID restrictions). For Guinea, the project achieved all expected PDO results including: (i) the reception and inauguration of the infrastructures (artisanal landing site, smoking facility, cybercenter and access road); (ii) operationalization of fisheries co-management in targeted communities, (iii) maintaining fisheries surveillance and monitoring efforts and (iv) income diversification of targeted coastal communities with the implementation of the IGA program (including tree seedling, beekeeping, aquaculture, plastic recycling, dyeing and saponification). The activities for project closure (project evaluation and audit) and to mobilize future funding (sector strategy and investment planning) are scheduled and monitored. The level of disbursements is satisfactory with 100% for IDA including the disbursement of DLI/PBR following achievement of results indicators and 98.2% for GEF. In Sierra Leone, industrial fishing effort reduction to help recover the fish stock is showing signs of improvement with foreign industrial trawler numbers in April 2021 reduced to 39, from 68 in May 2020, partially due to slowdown in access to major overseas markets. MFMR has implemented new regulations including much increased penalties. Fish Management Plan in full posted to MFMR website in May 2021, reporting all fish stocks over exploited and setting out management plans in section 9, moratorium on new vessels and restrictions in fishing activities. Also posted to website in May 2021 National Fisheries Inspection plan. Budget proposed under the plan is under discussion by sector agency. Planning, design and MOU for implementation of civil works for fish handling site at Konakridee was finalized. ESIA is almost complete, and construction can start as soon as ESIA is cleared. UNOPS has received funds to execute the activities. Finalization of Joint Monitoring Committee Operational plan was discussed at the last mission in Jan 2021 and a final plan has been posted on MFMR website in May 2021. List of objectives, needs, methods of realization and time schedules for patrols is awaited which has delayed the regular patrols of Sorie Ibrahim Koroma (SIK) vessel. Significant progress was made with procurement of fishing nets and 2 inshore patrol boats completed and cleared by customs in June 2021.Boats have been transported to Murray Town, inspected and tested in July 2021. Level of disbursements is satisfactory and funds are almost 100% disbursed.
