Protocols have been signed with the: (i) Ministry of Housing for the rehabilitation of 7500 of the poorest household units; (ii) Ministry of Education for the rehabilitation of 485 schools; (iii) Ministry of Irrigation and Water Resources for the protection of 47 Km of the Nile river banks and for weed reduction of 34,200 Km of small canals; and (iv) different governorates for the maintenance and paving of rural roads between villages. Framework Agreements for canals weed reduction, Nile river banks protection, households units, schools rehabilitation, and road Page 1 of 4 The World Bank Report No: ISR8203 maintenance sub-projects reaching the amount of EGP 350 million (US$54 million) were signed between the SFD and the sponsoring agencies. Financial agreements were signed between the sponsoring agencies and the implementing agencies (technical directorates at the governorates level) in the same amount. The SFD completed the procurement training of PIU staff within the implementing agencies, who are currently processing the bidding for each sub-project. The next step would be to sign contracts between the implementing agencies and the contractors. By the completion of the above steps, the implementation of infrastructure sub-projects would be expected to start by end of June 2013. According to Public Disclosure Copy the implementation and disbursement plans, infrastructure sub-projects disbursement is expected to reach EGP 37 million (US$5.5 million) by end of September 2013. A total of EGP 147 million (US$24.5 million) would be disbursed by end of December 2013. Community-level Provision of Social Services: This component was launched early January 2013, shortly after the project was declared effective. An expression of interest (EOI) for NGOs nation-wide was published in national papers, which a large number of NGOs responded to. As a result of a vetting process based on criteria, a pre-qualified list of close to 430 NGOs is now in the SFD database. 130 of these NGOs sent their proposals in response to a request for proposal which was published. 55 of these proposals were accepted and contracts were signed with the respective NGOs for health, cash for work and cleanliness activities. The evaluation of new proposals is ongoing. According to the implementation and disbursement plans, community services sub-projects disbursement is expected to reach EGP 6.5 million (US$1 million) by end of June 2013 and another EGP 22 million (US$3.5 million) would be disbursed by end of September 2013. A total of EGP 80 million (US$12 million) would be disbursed by end of December 2013. Additional funding from the European Union (EU): The EU is providing Euros 70 million to support the project activities in the form of a trust fund (TF) which would be administered by the Bank. MOIC and SFD had a meeting with the EU on May 21, 2013 to discuss the Financing Agreement between the EU and the Government. The EU accepted to include the detailed budget in the document in which the amount for the infrastructure component has been reduced to Euro 1 million, as previously agreed. MOIC and SFD have sent some minor modifications to the EU and the revised document was shared with the Bank. In the meantime, the Bank team started processing the package of the EU-funded project (PCN, TF Proposal, etc.). The Project became effective on December 27, 2012.
