   The proposed project development objective is to improve selected national and city-level policies for (1) the promotion of low-carbon, adaptive
   and livable urban forms; (2) an increase in energy efficiency in public and commercial buildings; and, (3) the scale-up of commercially viable
   rooftop solar PV deployment. The global environment objective of the proposed project is to reduce carbon dioxide emissions from buildings in
   selected Chinese cities by supporting improved policy making and implementation in promoting low-carbon, adaptive and livable urban forms,
   increasing energy efficiency in public and commercial buildings, and scaling up commercially viable rooftop solar PV deployment.

  The project will close on December 31, 2019. The Oct 2019 supervision mission confirm that the project is on track to achieve or exceed almost all
  of 14 of its intermediate indicators and three of its four PDO indicators. Only one indicator is not formally achieved per the metric of the
  corresponding PDO indicator (number of renewable energy contracts signed). The reason is that in the sectoral scope to demonstrate the RESCO
  model was expanded beyond public schools at the occasion of the restructuring[VK1] , leading to larger contracts. However, the target of the
  corresponding intermediate result indicator (total installed solar photovoltaic capacity) is being exceeded.
  Numerous activities to improve policies promote sustainable and low-carbon urban forms, improve the efficiency of public and commercial buildings,
  and scale up commercially viable solar PV roof tops have been completed by the project.
  A pre-ICR workshop has been organized by the Bank on Oct 14-15, 2019, in Ningbo, for the four PMOs to discuss results and finalization of their
  own client ICRs.

                                          1. In Oct 2017, Ningbo University commissioned its Science and Technology Service Building. The 12,600
                                          sqm structure includes an open courtyard design, rainwater harvesting, geothermal HVAC, an envelope
                                          that promotes passive heating and cooling, subterranean sunlight, rooftop solar, rooftop gardens, a
                                          sophisticated gray water recycling system, and building automation. The building acquired a “three star”
                                          national certification for green commercial building in 2017 and has maintained that designation.
                                          2. The Ningbo Kitchen Waste Treatment Plant, which received $80 million in World Bank investment
    Comments:
                                          through the Ningbo Municipal Solid Waste Minimization and Recycling Project (P123323) in addition to
                                          GEF grant funding, was completed in Dec 2017 and received China’s first “three star” national certification
                                          for green industrial building design. The facility features rooftop solar, real time metering, chilled beam
                                          cooling, other resource efficient technologies, and external plant walls. Over the past nine months, the
                                          facility has processed 41,188 tons of kitchen waste and produced 14 billion m3 of bio gas.
