The external M&E team of the Xi’an Sustainable Urban Transport Project from Shaanxi Provincial Social Science Institute was appointed by Xi’an Public Transport Company to conduct a due diligence investigation on the completed resettlement work of the Subcomponent. I. Overview of Xinjunzhai Village 1. Geographic Traffic Advantages The Subcomponent is located in Xinjunzhai Village, Sanqiao Sub-district, Weiyang District, Xi’an, being the west gate of Xi’an City, enjoying convenient traffic. It is bordered by Longhai Railway on the south, and by Jianzhang Road and the Third Ring Road on the east, and run through by Century Avenue connecting Xi’an and Xianyang, and Xibao Expressway in the south, and by Xikun Expressway in the west. 2. Socioeconomic Overview Xinjunzhai Village has 310 households with 1,100 persons, and about 1,000 mu of land, 0.9 mu per capita. Due to its convenient traffic and vicinity to the metropolis Xi’an, it has attracted tremendous human resources and capital from the uptown for its cheap land resources, and 30 private enterprises have been set up here. In 1997, Xinjunzhai Village began to lease land to the outside. Since 2000, with the rapid economic growth and urban area expansion of Xi’an, the village collective has leased land to the outside on a large scale. 3. Villagers’ Income Before LA, all land in Xinjunzhai Village had been transferred, and villagers’ income is from the following sources mainly: 1) Nonagricultural production and operations: Due to its advantaged location, 80% of laborers in the village deal with nonagricultural production, such as working in Xi’an City or dealing with transport, etc., with annual income ranging from tens of thousands of yuan to over 100,000 yuan; 2) collective land rental distribution: 2,000 yuan per capita per annum on average; and 3) house rental: Most households in the village lease their own houses to non-local people at 200-300 yuan/room per month. II. Compensation for Permanent LA 1. Impacts of Permanent LA The implementing agency of permanent LA of the Subcomponent is the Management Committee of Fengdong New District. In June 2011, 180 mu of land in Xinjunzhai Village was acquired for Fengdong New District, including 30 mu of land occupied by the Subcomponent. In June 2011, 30 mu of land in Xinjunzhai Village was acquired for the Subcomponent, affecting 9 households with 46 persons, free from any vulnerable group. Before LA, this land was collective farmland, on which villagers grew wheat, corn and other food crops. 2. Compensation Rates for Permanent LA According to the LA compensation agreements, the LA compensation rate is 89,500 yuan/mu (including land compensation fees and resettlement subsidy), and the compensation rate for young crops 8,500 yuan/mu, so the compensation rate per mu is 98,000 yuan. According to the survey, the compensation rates for permanent LA of the Subcomponent comply with the Uniform AAOV Rates and Location-based Composite Land Prices for Land Acquisition of Shaanxi Province (SPG [2010] No.36), and Notice of the Fengwei New District Land Reservation Center on the Compensation Rates for Land Acquisition and Ground Attachments in the Sanqiao Area (XFWLRC [2011] No.2) (see Appendix 2). 3. Distribution of Compensation Fees According to the practice of collective land acquisition of Xinjunzhai Village, land rental and LA compensation fees would be distributed evenly among all villagers regardless of who formerly farmed 2 on the leased or acquired land. The total amount of LA compensation for the 180 mu of acquired land is 17.64 million yuan based on the above location-based composite land price of 98,000 yuan/mu, and was distributed among all villagers on June 16, 2012, with each villager receiving 16,000 yuan (see Appendix 3). Although the 30 mu of land acquired for the Subcomponent involves 9 households, their land compensation fees are included in those for the 180 mu land and have been distributed in a unified manner. According to the interviews with the 9 households, it is learned that all of them received LA compensation fees distributed in a unified manner on June 16, 2012. Social Security for LEFs After LA for the Subcomponent, the per capita cultivated area of Xinjunzhai Village is 0.75 mu. To date, no AP is eligible for social security for land-expropriated farmers (LEFs) (per capita cultivated area less than 0.5 mu). According to the Notice on Issues concerning Endowment Insurance for Newly Land-expropriated Farmers issued by the Xi’an Municipal Government in 2008, if per capita cultivated area is 0.5 mu or more after LA, 25,000 yuan/mu shall be added to the former rate as endowment insurance funds for newly LEFs. Therefore, the implementing agency has reserved 25,000 yuan per mu of acquired land as endowment insurance funds for LEFs. However, since the LEFs are also involved in the overall LA and relocation of Xinjunzhai Village, they will cover endowment insurance along with village relocation. III. Production and Livelihood Restoration 1. Impacts on Production Since all land in Xinjunzhai Village has been transferred, the main income sources of the APs were nonagricultural production or business operations, and house rental before LA, and the proportion of agricultural income to gross household income was low. After LA, the APs not only have been released from agricultural production, but also plan to invest LA compensation fees in properties or other industries. Based on the interviews with the 9 households in December 2013, 5 have restored or even increased household income by putting more efforts on employment, and 4 have increased household income through small businesses, such as transport and contracting. In general, LA has provided an original capital for the APs to deal with nonagricultural production or investment, and promoted the diversification of their operations. Impacts on Quality of Life LA promotes the diversification of operations of villagers, and makes it possible for them to increase income and improve quality of life. In addition, the Management Committee of Fengdong New District plans to relocate Xinjunzhai Village as an urban village, which will improve its infrastructure and living environment. Therefore, LA has not reduced the quality of life of villagers, but has become an opportunity to improve their living environment and quality of life. IV. Public Participation and Grievance Redress 1. Public Participation Process Before LA, a village congress on LA was held in Xinjunzhai Village, and the LA compensation policies were communicated to all villagers in the form of announcement. On May 15, 2011, a uniform collective land acquisition agreement was entered into between Xinjunzhai Village and Fengdong New District, where 18 villager representatives signed. All 9 households signed and stamped to receive LA compensation fees (see Appendixes 1 and 3). 2. Grievance Redress To date, the resettlement implementing agency has not received any appeal or grievance. V. Survey Conclusions The survey shows that: 1. The LA compensation and resettlement work of the Subcomponent complies with the applicable state and local policies, and the Bank’s policy on involuntary resettlement. 2. All APs received full LA compensation fees according to the compensation rate on June 16, 2012, as detailed in the Distribution List of LA Compensation Fees of Xinjunzhai Village in Appendix 3. 3. The LA process was open and transparent, no grievance or appeal has been received, and the APs are highly satisfied. 4. After two years of adjustment, the income of the households affected by LA has been restored or significantly improved through outside employment or by dealing with other nonagricultural industries. 4 VI.
