Implementation Status and Key Decisions
The Project Development Objective is “to increase equitable access to quality basic education, especially for girls”. EQUIP II encompasses a SDR18.9
million IDA grant (US$30 million equivalent) in 2008 (closed in 2012), ARTF financing of US$158 million approved in 2009 and Additional Financing in
the amount of US$250 million in 2012. Total project cost equals US$438 million. The current closing date of the project is December, 31, 2016.
As of June 21, 2016, out of US$ 408 million, EQUIP II disbursed approximately US$ 336 million (83 percent of grant proceeds). The project has made
considerable progress in (i) the number of teachers trained, (ii) provision of inputs to schools, and (iii) establishment of information systems including
collecting first hand data from schools and provincial directorates which have had a positive impact on the overall enrollment of boys and girls. The
PDO indicators such as the direct beneficiaries and establishing systems of learning assessment, show positive trends; however, the increase in girls’
enrollment and ratio of girls to boys remain below their target levels and there has been a minor decrease in the ratio of girls to boys in grades 1-3 and
10-12, which according to MoE is caused by increasing insecurity. Similarly, the period since the November 2015 ISM has also experienced a slight
decrease in the number of students completing the last grade of a stage.
Overall, the progress towards achieving the PDO is rated Moderately Satisfactory and overall Implementation Progress is rated Moderately
Unsatisfactory due to the fact that a large number of schools that have already been funded under the project still remain incomplete (110 stopped and
415 incomplete).

Remarks:
- The proportion of schools with a) laterine/toilets/urinals b) Drinking Water facilities c) Science Labs above are all reported the national
level. Moreover the correct figure for b reported for November 2015 is 65.
- The proportion of EQUIP school with these facilities are follows:
a) Proportion of EQUIP Schools with latrines is 85 as latrines for some schools are under construction
b) Proportion of EQUIP Schools with drinking water facilities is 79
c) Proportion of EQUIP Schools with science labs is 8 as science labs are mainly constructed after the AF phase
- Due to issues with processing allotments for the operational costs of the TED, between MoE and MoF, training of teachers planned under the
remaining life of the project was not conducted. The TED intends to initiate these training as soon as the money is transferred to the provinces.
