By June a 2011, more than 50,000 students had been enrolled in Project supported schools against an end-of-Project target of 35,000 students. 44% of students enrolled in rural community schools are girls. Both student and teacher attendance remain satisfactory at 80% and 96%, respectively. A third party validation of Project implementation conducted in late 2009 confirmed that the main indicators of the Project had either been met or exceeded. Commencement of the construction phase of the Project, however, has been significantly delayed due to the deteriorating security situation in the province which has constrained the ability of external agents to operate in project areas. This has led to significant delays both in the Page 1 of 5 @ The World Bank Report No: ISR5631 commencement of the construction phase as well as an increase in the time required to complete the activity. During this time, the estimated cost of construction have also increase rapidly reducing the number of school building that can be financed by the IDA credit.
