Works carried out under the project have improved site access and tourist facilities and services at all nine sites. Project improvements in Maijishan and Suoyang contributed to their being listed as Silk Road World Heritage sites UNESCO in 2014, which could, in turn, increase their visibility to international tourists as well as domestic tourists. Visitor satisfaction with the sites and visitor spending levels are exceeding expectations as seen in the Results Framework. The project management office has been recently strengthened and is increasing attention to operations and maintenance of the infrastructure and facilities constructed. Taken together these bode well for sustainable tourism. Benefits generated by the project for local communities include increased tourist purchasing of local private tourism services, increased awareness and knowledge of the significance of the cultural site, increased access to basic services such as water, sanitation, roads, power and solid waste management. Economic benefits generated by the project may be difficult to isolate given the influx of development funding in Gansu over the course of project implementation but may include increased employment opportunities and livelihood diversification from provision of tourism related services (home stays, restaurants, shops, transportation, guided tours). With only a few weeks left before the revised closing date, the client and Bank are considering extending the closing date to allow extra time to complete the Maijishan Scenic Area works, to rehabilitate two roads damaged by recent severe flooding, and to enhance operations and maintenance planning. Considering the importance of completing key works in Maijishan, a ten month extension of the Loan Closing date is being considered. Additional time would also be useful in completing damaged roads, improving operations and maintenance plans and carrying out socio-economic work. The next mission is scheduled for March, 2014.
