All 14 Community Councils (COPRODEP) have been established through Port-au-Prince and three other cities. Out of the 467 subprojects to be financed, 357 have been prioritized, 85 under finalization and 25 completed. There are 10 municipal subprojects that have been prioritized including the 3 emergency municipal subprojects executed by the three municipalities of the Port-au-Prince metropolitan area post-earthquake. In December 2010, the CDB - currently co-financing PRODEPUR - has approved an additional US$5 million to further scale up subproject implementation in PRODEPUR intervention Public Disclosure Copy areas; The Additional Financing dedicated to housing (AF) became effective on February 21, 2011. Implementation has suffered some delays due to the slow pace of negotiating key contract amendments of the two NGOs in charge of implementing project activities in the two targeted neighborhoods (service providers to facilitate debris removal, community mapping, operation of community reconstruction centers, management of repair/reconstruction subsidies as well as preparation of community infrastructures subprojects). The team undertook three full missions in February, March and October 2011 which focused on assisting BMPAD/PIU, the government implementing agency, in finalizing key documents needed to start implementation (Operations manual, Procurement Plan), recruiting additional key staff for the PIU; preparing the contracting of the urban plan of Carrefour Feuilles; and particularly on assisting BMPAD/PIU, to remove bottlenecks in completing of the contracts amendments of the two NGOs. In order to accelerate results on the ground and support the Government efforts to help people return from camps, BMPAD initiated a complementary pilot program in Delmas 32 with a focus on helping 550 families return in improved houses and transfer social and basic services to neighborhood.Interim implementation support short missions are carried out regularly to ensure compliance with agreed action plans and update workprogram. Restructuring: A modification of the Grant Agreement was requested by the Government of Haiti on July 5, 2011 and was approved in October to address the need to accelerate the closing of temporary camps and return to neighborhood process, and the decision to align the financial incentives packages applicable to all housing intervention projects in the Port- au-Prince metropolitan area. The modification expended the definition of "Cash Grants" to include rental and relocation grants for project beneficiaries. This enabled the pilot program to proceed successfully. The urban specialist is being recruited; a legal specialist is being identified and an infrastructure specialist has been identified within the BMPAD. -With the introduction of the Housing Additional Financing implementation has been difficult mainly due to the complexity of the project and the conditions in the neighborhoods and the absence of government policy and an institution responsible for housing.
