The original project development objective (PDO) which is “to create enabling conditions for the enhancement of the quality of university programs and graduate employability� remains valid as confirmed by March 2013 mission discussions, as it adopts a progressive approach towards the upgrading of university programs and improving the employability of university graduates. It was agreed to work together to provide clear and more specific support that better serves the project development objective and to put a greater focus on capacity building and on those activities that could be realistically achieved given the overall country and sector context.
