A number of critical project- supported activities have been launched. Despite some modest achievements to date, Progress towards achievement of the Project Development Objective (PDO) and Overall Implementation Progress (IP) are both rated Moderately Unsatisfactory. In order to: (i) address some of key challenges faced by the Project; (ii) re-direct resources to activities which are strategically important to the Government today, and (iii) increase the Project’s chances of successfully achieving the PDO, the Government of Cote d’Ivoire requested that the Project be restructured. Following a series of productive discussions with the CMU and the Government, the task team has drafted the restructuring package. The proposed restructuring includes the following key changes: (i) Subcomponent 2.1—Creation of Higher Institutes of Professional Training and Technology (ISFPT) would be cancelled; and (ii) Under Component 3—Enhancing Graduates' Employability in Public Universities and INPHB the number of tertiary institutions to received funding through a Performance-Based Contract (PBC) would be reduced from seven to two main universities (Felix Houphouët-Boigny University of Cocody, Nagui Abrogoua University of Abobo-Adjamé). 3/17/2021 Page 1 of 8 The World Bank Implementation Status & Results Report Cote d'Ivoire Higher Education Development Support Project (P160642) Component 1: Strengthening Tertiary Education Management Subcomponent 1.1: Supporting the establishment of a Performance-based Contracts system of subgrants: All seven beneficiary tertiary institutions (Felix Houphouët-Boigny University of Cocody, Nagui Abrogoua University of Abobo-Adjamé, Alassane Ouattara University of Bouaké, Jean Lorougnon Guédé University of Daloa, Péléforo Gon Coulibaly University of Korhogo, University of Man and the Institut National Polytechnique Houphouët Boigny (INPHB)) have produced a first draft of their respective Performance-Based Contracts (PBCs). Additional work is needed to finalize the PBCs, including drafting more detailed operational plans for respective beneficiary tertiary institutions. Subcomponent 1.2: Reinforcing Education Sector Management Capacity: The National Policy for Higher Education (Politique Nationale de l’Enseignement Supérieur PNES) is published. The Terms of Reference (ToRs) for: (i) the study on the financing of higher education; and (ii) the development of the Education Management Information System (EMIS) are both in the process of being validated by the Ministry of Higher Education and Scientific Research (MESRS). The Employment Observatory has been established at the ministry level. Subcomponent 1.3: Establishing a new Quality Assurance (QA) System: The legal text for the creation of the National Agency for Quality Assurance (ANAQ) is in the process of being validated by the MESRS. The process for elaboration of a National Strategy for the development and deployment of the Quality Assurance (QA) system for Higher Education Institutions is underway. A total of 288 departments responded to the survey and data are currently being analyzed. Results are expected to be made available by May 2021. Subcomponent 1.4: Project Management: The Project Steering Committee (PSC) and the Technical Committee (TC) have both been duly established. The PSC’s second technical meeting took place in December 2020. The additional Bureau de Coordination du Programme Emploi (BCPE) staff have been recruited. Component 2: Enhancing Short Duration Professional Programs Subcomponent 2.1. Creation of Higher Institutes of Professional Training and Technology (ISFPT). The first identified site at the Village des Technologies de l’Information et de la Biotechnologie (VITIB) has been declared unsuitable for the construction of the first Institut Supérieur de Formation Professionnelle de de technologie (ISFPT) given the nature of the soil in that specific location. In light of the overall reduction of the funding available under the Project, the MESRS is considering the cancellation of this subcomponent. Subcomponent 2.2. Reviewing and Upgrading Higher Technician Certificate (BTS). The ToRs for the revision of the programs, specialties, integration of professionals from industries and internships are in the process of being validated by the MESRS. The study for revision of the programs is expected to be completed by June 2022. The revision would be implemented gradually, starting from the 2021/2022 academic year. Component 3: Enhancing Graduates' Employability in Public Universities and INPHB. The development of the PBC for the beneficiary tertiary institutions (Felix Houphouët-Boigny University of Cocody, Nagui Abrogoua University of Abobo-Adjamé, Alassane Ouattara University of Bouaké, Jean Lorougnon Guédé University of Daloa, Péléforo Gon Coulibaly University of Korhogo, University of Man and the INPHB) is currently underway.
