DAPSAN has a new management that is strongly committed to accelerate all projected activities. A key objective of the project has been completed in December 2015 with the signing of the Concession Contract between ESSAP and the MOPC. This is a great achievement for the governance of the sector. SEAM is doing a good job with the development of a framework to improve water resources monitoring and management in 5 water basins. ERSAN has recently started an important study to improve the regulatory framework and the tariff structure. 2. On going works and activities for ESSAP are progressing as scheduled : 100 percent of the 57 Km of secondary distribution water network have been rehabilitated benefiting 26.000 direct beneficiaries, 90 percent of the rehabilitation of the 8,4 km of sanitation network have been completed, 50 percent of the construction of 33 Km of primary sanitation collectors in the watershed of Itay have been completed and 48.000 new water meters out of the 110.000 financed by the project have been installed. ESSAP continues to improve its technical and commercial efficiency. ESSAP has increased steadily both its billing and collection rate by 14 and 17 percent respectively over the last two years. Non accounted water rate has improved from 50% to 47%. 3. The contract for the backfilling and the construction of 95 houses was signed in September 2015. Works will start early 2016. 4. The Government requested the Bank in December 2015 to finance the subaquatic outfall and two sewerage collectors while IDB will finance the Bella Vista Waste Water Treatment Plant (WWTP). It is planned that the construction of the plant is going to start during the first semester of 2017. 5. The implementation of the Resettlement Plan is satisfactory. ESSAP, with Bank support, is handling satisfactorily this very complex and sensitive issue from the beginning. On the other hand, families, living outside the site, have recently presented to the Municipality, ESSAP and the Bank some claims in relation to the backfilling works contract, which can be divided into three main issues: I) Concern about the possible “bucket” effect the backfilling works might have on their premises; ii) Heavy traffic on the roads due to the backfilling and housing construction works and iii) demand for an integrated solution to the housing situation. ESSAP environmental and social team, together with the Bank, has worked in a package of responses to provide information to the affected population on these three main issues. Solutions have been found on the two first claims and for the third one an Inter-institutional Committee is expected to be functional by January 4, 2016, in order to find a sustainable solution the affected population living outside the site. 6. SENASA is about to adjudicate contracts for the construction of water supply systems in 31 indigenous communities in Chaco to benefit about 6.000 people. Communities, Municipalities and civil society and NGo's are closely involved in planning and project design.
