The mobilization and capacity building activities under Component 1 have completed. All 17 livelihoods Sub-projects are active, 8 of which are making revenues to varying degrees. The disbursements to date is 68% of the total Grant. Community participation in procurement processes (CDD Procurement) has been activated for a large number of small items under the Sub-project. CDD procurement has been effective at accelerating the implementation for most groups. Training in CDD procurement for the sub-groups continues. Also, monthly reporting on the sub-project action plan is proving to be effective for quick adjustments to the management of the sub-projects. Component 1: Community Mobilization, Facilitation and Co-management of Natural Resources A Natural Resource Awareness Team has been established in each of 8 areas. Also, all of the 25 communities are involved in the management of the near-by protected areas now. Component 2: Sustainable Use of Non-Timber Forest Products and related activities and Component 3: Marine-based Sustainable Alternative Livelihoods Eleven out of 17 livelihoods sub-projects are advancing well and are likely to be completed by the closing date. Those include the production of improved variety of pineapples, rearing of quality pigs, organic honey production, production of organic vegetables, sales of crafts and food, water taxis and tourism development, and sheep rearing. Remaining 6 sub-projects have developed action plans to ensure completion in a timely manner. The Mission visited the Western Women Agro-processing Association (WWAPA) and the Seven Miles Farmer’s Association, both in Seven Miles Village. WWAPA comprises ten female members and produces a variety of processed food such as tomato salsa, jalapeno, habanero pepper sauce, vegetable pickles, jams, jellies and juices on a small scale for local markets. Some of the members are also engaged in the production of flowers and plants, sewing of quilts, uniforms and other sewing products, baking of bread, etc. The Project supported them to develop a business plan and market analysis, skill and food handling training, as well as the initial investments such as the construction of a sales outlet to provide a cool and safe place to sell the products with enough storage capacity, all powered by solar system. The outlet also serves as a community center which is currently lacking in the village due to lack of electricity and resources. The outlet has room for movie nights and snack shop inviting for families and youths to enjoy, contributing to creating social bonds and well-being of the community members. It will also create an inviting atmosphere for tourists to stop and have a snack or a bathroom break and will serve as a tourist information center. The group has also received technical training in sewing and food handling. WWAPA’s members are committed and have developed a good reputation for product quality and consistency. They now have the opportunity to increase their business in the local market and to reach out into the other districts and the tourism market through a consignment agreement with the Belize Marketing and Development Corporation who has been promoting Belizean products and distributes these countrywide. Seven Miles Farmer’s Association produces fresh organic vegetables, mainly sweet peppers and steak tomatoes, to generate income, create employment for families, women and youth in their community, improving the quality of village life. The Project has supported the development of a business plan and market analysis, training, and the construction of 10 covered structures for growing organic vegetables. Each covered structure utilizes 1,800 sq feet of terrain, consisting of 5 beds having 2 rows/bed of 100 running feet each. The model structure will have a total plant population of 500 plants that are capable of yielding 14 lbs/plant to a production of 7,000 lbs per structure with a wholesale selling price of BZ$2.75/lb. Annual revenue is expected to average BZ$19,216 for sweet peppers or tomatoes per year over the 5 year period. A combination of tomatoes and green peppers alternating in or among covered structures gives the best flexibility. At the time of the visit, the sweet peppers were almost ready for the first harvesting. They supply vegetables to local markets from Benque Viejo to Belmopan. Organic produce is increasingly attractive to restaurants catered to tourists and expats. They also supply to WWAPA which can add value by processing the produce for sale in wider markets. Component 4: Project Management, Monitoring and Evaluation, and Knowledge Dissemination The PIU with a Project Coordinator, Technical Officer, Procurement Officer, and Accounting Officer has been functioning well.
